전남자치경찰위원회, “캄보디아 여행 절대 금지! 고수익 알바는 납치·인신매매의 함정” 도민 강력 경고

전남자치경찰위원회는 최근 캄보디아에서 한국인을 대상으로 한 납치·실종 사건이 급증하고, 외교부가 ‘특별여행 주의보’를 발령함에 따라 도민들에게 캄보디아 방문 자제와 철저한 안전 유의를 강력히 당부했다.

최근 고수익 아르바이트, 숙소·항공권 무료 제공 등을 미끼로 한 해외 유인형 범죄가 급증하고 있다.

실제로 2024년 220건이던 해외 납치·실종 사건은 2025년 8월 기준 330건으로 늘었으며, 그 중 상당수가 캄보디아에서 발생한 것으로 확인됐다.

전남에서도 이미 1건의 실종 신고가 접수돼 경찰이 수사 중이다.

피해자들은 SNS, 오픈채팅, 구직사이트를 통해 “월 수백만 원 수익 보장”, “무비자 입국 가능” 등의 제안에 속아 출국한 후, 현지 범죄 조직에 의해 여권과 소지품을 빼앗기고 감금되는 방식으로 피해를 당하고 있다.

이후 전화금융사기, 코인·투자 사기 등 불법 활동에 강제로 동원되는 사례도 확인됐다.

전남자치경찰위원회는 이번 사건의 특징상 사후 구조보다 사전 예방과 정보 공유가 핵심이라며, 도민들에게 다음과 같이 강조했다.

위험지역 여행은 반드시 자제
출국 전 고용주, 근무지, 계약서, 비자 유형 등 철저히 확인
여권 사본과 연락망을 가족에게 전달하고, 외교부 영사콜센터 앱 설치
출국 후 연락 두절 또는 의심 정황 발생 시, 즉시 112 신고 및 외교부 영사콜센터(02-3210-0404), 주캄보디아 대한민국 대사관 연락 전남자치경찰위원회는 ‘자치경찰 안전대학 프로그램’을 운영하며, 전남도 실국, 전남경찰청, 전남교육청, 지역 대학과 협력해 청년 구직자와 해외취업 희망자를 위한 해외 취업사기 예방 교육과 홍보를 강화할 예정이다.

정순관 전남자치경찰위원장은 “캄보디아는 현재 고위험 지역으로 지정됐으며, 불필요한 여행은 절대 금지해야 한다.”고 강력히 경고하며, “특히 고수익 해외 아르바이트 제안은 납치·인신매매 범죄의 출발점이 될 수 있으므로 도민들은 반드시 각별한 경각심을 가져야 한다.”고 당부했다.

Jeonnam Autonomous Police Committee Strongly Warns Residents: “Absolutely Avoid Traveling to Cambodia! High-Paying Part-Time Jobs May Lead to Kidnapping and Human Trafficking”
The Jeonnam Autonomous Police Committee has issued a strong warning to residents, urging them to refrain from traveling to Cambodia and to exercise extreme caution, following a sharp rise in kidnapping and disappearance incidents involving South Koreans in Cambodia and the issuance of a “Special Travel Advisory” by the Ministry of Foreign Affairs.
Overseas enticement crimes, often using high-paying part-time job offers or free accommodation and airfare as bait, have been increasing rapidly.
In fact, the number of overseas kidnapping and disappearance cases rose from 220 in 2024 to 330 as of August 2025, with a significant portion occurring in Cambodia. In Jeonnam, one disappearance case has already been reported, and the police are currently investigating.
Many victims were lured through social media, open chat rooms, and job websites with promises such as “monthly earnings of several million KRW guaranteed” or “visa-free entry.” After traveling abroad, they were reportedly confined by local criminal organizations, with passports and belongings confiscated. Subsequently, some were forcibly involved in illegal activities, including phone-based financial scams and cryptocurrency or investment fraud.
The Jeonnam Autonomous Police Committee emphasized that, given the nature of these crimes, prevention and information sharing are far more critical than post-incident rescue. Residents are strongly advised to:
Avoid traveling to high-risk areas
Verify employers, workplaces, contracts, and visa types before departure
Provide family members with a copy of their passport and emergency contact information, and install the Ministry of Foreign Affairs’ consular app
Immediately report to 112, the Ministry of Foreign Affairs’ consular call center (02-3210-0404), and the Embassy of the Republic of Korea in Cambodia if contact is lost or suspicious circumstances arise
The Jeonnam Autonomous Police Committee operates the “Autonomous Police Safety University Program” and collaborates with Jeonnam provincial offices, the Jeonnam Police Agency, the Jeonnam Office of Education, and local universities to strengthen education and publicity on preventing overseas employment fraud for young job seekers and those aspiring to work abroad.
Jeongsun Kwan, Chair of the Jeonnam Autonomous Police Committee, strongly warned, “Cambodia is currently designated a high-risk area, and unnecessary travel should be strictly avoided.” He added, “High-paying overseas part-time job offers may serve as the starting point for kidnapping and human trafficking crimes, so residents must exercise extreme caution.”
