전남도-지자체-한전KDN, 재생에너지 대전환 ‘맞손’

전라남도는 15일 나주시청에서 새 정부의 재생에너지 대전환 기조에 발맞춰 나주시, 영광군, 영암군, 한전KDN과 함께 ‘공익형 재생에너지 발전사업’ 업무협약을 체결했다고 밝혔다.

이날 협약식에는 김영록 전라남도지사를 비롯해 윤병태 나주시장, 우승희 영암군수, 장세일 영광군수, 박상형 한전KDN 대표이사가 참석해 탄소중립 실현과 에너지 기본소득 기반 조성을 위해 힘을 모았다.

‘공익형 재생에너지 발전사업’은 공공 유휴부지에 태양광 발전설비를 설치하고, 이로부터 발생하는 발전 수익을 지역 도민과 공유하는 에너지 복지형 모델이다.

이를 통해 지역 내 에너지 자립을 강화하고 발전 이익을 도민에게 환원하는 것을 핵심 목표로 하고 있다.

협약에 따라 전라남도와 참여 지자체는 공공 유휴부지 발굴과 제공, 발전 수익 공유 계획 수립 등 행정적 지원을 담당하며, 한전KDN은 신재생에너지 통합 관리와 ICT 솔루션 구축 등 사업 실현을 위한 기술적 기반 조성을 추진한다.

이번 협약은 새 정부의 경제성장 전략인 재생에너지 확대 정책과 국정과제 중 하나인 ‘지역 균형성장 기반 마련’ 및 ‘햇빛·바람 연금 확대’ 기조와 맞물려 의미를 더한다.

정부는 제11차 전력수급기본계획을 통해 2038년까지 재생에너지 발전 비중을 29%로 높일 계획이며, 공공 부문을 중심으로 보급 확대와 지역주민 기본소득 실현을 적극 추진 중이다.

또한 2050년 탄소중립 목표 달성을 위해 2030년까지 온실가스 배출량을 2018년 대비 45.9% 감축할 방침이다.

김영록 전라남도지사는 “이번 협약은 재생에너지 대전환의 출발점이자, 도민이 체감할 수 있는 공익형 에너지 전환 모델의 시금석이 될 것”이라며 “참여 기관들과 협력해 지역이 주도하는 탄소중립·에너지 복지 실현을 선도하겠다.”고 밝혔다.

Jeonnam Province, Local Governments, and KEPCO KDN Join Forces for Renewable Energy Transition
– Agreement Signed for Public-Interest Renewable Energy Project to Realize Energy Basic Income –
Jeollanam-do Province announced on the 15th that it signed a business agreement for the “Public-Interest Renewable Energy Project” with Naju City, Yeonggwang County, Yeongam County, and KEPCO KDN at Naju City Hall, in line with the central government’s policy for a nationwide renewable energy transition.
The signing ceremony was attended by Jeonnam Governor Kim Yeong-rok, Naju Mayor Yoon Byeong-tae, Yeongam County Governor Woo Seung-hee, Yeonggwang County Governor Jang Se-il, and KEPCO KDN CEO Park Sang-hyung, who pledged to work together to achieve carbon neutrality and establish a foundation for energy basic income.
The Public-Interest Renewable Energy Project is an energy welfare model that installs solar power facilities on unused public land and shares the profits generated with local residents. The project aims to strengthen local energy self-sufficiency and return the benefits of energy generation to the community.
Under the agreement, Jeonnam Province and participating local governments will be responsible for identifying and providing public idle land, preparing plans to distribute profits to residents, and offering administrative support. KEPCO KDN will lead the technological implementation, including the development of ICT solutions for integrated renewable energy management.
This agreement aligns with the national economic growth strategy that promotes renewable energy expansion, as well as key government initiatives such as “balanced regional growth” and the “Sunlight and Wind Pension” program.
According to the 11th Basic Plan for Long-term Power Supply and Demand, the government aims to increase the share of renewable energy generation to 29% by 2038, while actively promoting public-sector-led expansion and community-based basic income initiatives. Furthermore, as part of the 2050 carbon neutrality goal, the government plans to reduce greenhouse gas emissions by 45.9% from 2018 levels by 2030.
Governor Kim Yeong-rok stated, “This agreement marks the starting point of a major renewable energy transition and a milestone for public-interest energy transformation that residents can truly feel.” He added, “Jeonnam Province will take the lead in achieving carbon neutrality and energy welfare in close cooperation with all participating institutions.”
