전남, 우주산업 ‘글로벌 우주항’ 향한 질주

전라남도가 국내 유일의 발사장인 고흥 나로우주센터를 중심으로 대한민국 우주산업의 중심지로 우뚝 서며, 뉴스페이스 시대를 선도할 ‘글로벌 우주항’ 도약을 향해 속도를 내고 있다.

특히 2022년 누리호 2차 발사와 2023년 누리호 3차 발사 성공은 전남의 발사체 특구 위상을 확고히 했으며, 올해 11월에는 민간기업인 한화에어로스페이스 주도로 누리호 4차 발사가 예정돼 있다.

전남도는 나로우주센터 인근에 우주발사체 산업 클러스터를 조성, 2031년까지 총 1조 6천84억 원을 투입해 민간발사장, 우주발사체 국가산단, 기술사업화센터 등 24개 핵심사업을 추진한다.

우주발사체 국가산단 : 고흥 봉래면 예내리 1천753만㎡, 3천800억 원 투입, 2030년 준공 목표. 38개 기업 입주의향서 제출.

민간발사장·기술사업화센터 : 2030년까지 1천480억 원 투입, 국내 상업발사 서비스 시장 개척.

국방 위성 전용 발사시설 및 엔진연소시험시설 : 2026년부터 단계적 구축, 국방·첨단기술 경쟁력 강화.

또한 미래세대를 위한 우주발사체 사이언스 콤플렉스 조성을 통해 대한민국 우주 역사를 전시하고, 교육·체험 기회를 제공해 우주관광 산업 기반을 마련한다.

전남도는 나로우주센터 인근에 제2우주센터 유치에도 총력을 기울이고 있다.

제2우주센터는 발사체 시험·조립·발사 등 전주기 업무를 집적화해 차세대 발사체 개발과 스타트업 기술개발 지원의 핵심 거점이 될 예정이다.

아울러 우주청 산하기관인 우주항공산업진흥원 유치와 함께 우주산업 기반 SOC 확충 및 정주여건 개선에도 주력하고 있다.

고흥~광주 고속도로, 경전선 지선 연결 철도, 국도 15호선 4차로 확장 등 교통 인프라 확충으로 접근성을 높인다.

김기홍 전남도 전략산업국장은 “전남 우주발사체 클러스터는 국가 균형발전과 글로벌 우주강국 실현의 핵심 인프라”라며, “제2우주센터와 우주항공산업진흥원 유치, 사이언스 콤플렉스 구축 등으로 클러스터 구축사업을 가속화하겠다.”고 밝혔다.

Jeonnam Accelerates Toward Becoming a ‘Global Spaceport’
Focused Development of Key Infrastructure Including Launch Vehicle Special Zone, National Industrial Complex, and Private Launch Sites
Cultivating an Innovative Ecosystem for Space Companies and Regional Economy
Jeonnam Province, centered on Goheung Naro Space Center, the only domestic launch site, has emerged as the hub of South Korea’s space industry and is accelerating its leap toward becoming a ‘Global Spaceport’ in the new space era.
Notably, the successful launches of Nuriho rocket’s second flight in 2022 and third flight in May 2023 solidified Jeonnam’s status as a launch vehicle special zone. In November this year, a fourth Nuriho launch, led by the private company Hanwha Aerospace, is scheduled.
Jeonnam Province is establishing a space launch vehicle industrial cluster near Naro Space Center, investing a total of KRW 1.6084 trillion by 2031 to carry out 24 key projects, including private launch sites, a national industrial complex for space launch vehicles, and a technology commercialization center.
National Industrial Complex for Space Launch Vehicles: Located in Yenae-ri, Bongrae-myeon, Goheung; 17.53 million ㎡, KRW 380 billion investment, scheduled for completion in 2030. 38 companies have submitted letters of intent to settle.
Private Launch Sites & Technology Commercialization Center: KRW 148 billion investment by 2030 to pioneer the domestic commercial launch service market.
Dedicated Military Satellite Launch Facilities & Engine Combustion Test Facilities: To be gradually constructed from 2026, enhancing national defense and advanced technology competitiveness.
Additionally, the Space Launch Vehicle Science Complex will be established to provide exhibitions on South Korea’s space history and offer educational and hands-on experiences, laying the foundation for the space tourism industry.
Jeonnam is also making concentrated efforts to host a Second Space Center near Naro Space Center. This center will centralize the entire cycle of rocket testing, assembly, and launch, serving as a core hub for next-generation launch vehicle development and supporting technology development by startups.
Furthermore, Jeonnam is actively seeking to attract the Korea Aerospace Industry Promotion Agency, an affiliate of the Korea Space Agency responsible for private space industry promotion, enterprise support, and technology certification, while also focusing on expanding SOC and improving living conditions in the area.
Infrastructure projects including the Goheung–Gwangju Expressway, branch rail connections from Beolgyo Station on the Gyeongjeon Line, and the four-lane expansion of National Road 15 will significantly enhance accessibility.
Kim Ki-hong, Director of Strategic Industries at Jeonnam Province, stated, “The Jeonnam space launch vehicle cluster is a key infrastructure for national balanced development and realizing a global space power. We will accelerate the cluster construction through the establishment of the Second Space Center, hosting the Aerospace Industry Promotion Agency, and building the Science Complex.”
