“교원감축 반대! 교육 현장 붕괴 위기… 전교조 해남지회, 거리·전남교사대회 총력 투쟁”

전남 해남지역 학교들이 교원 감축으로 교육 현장 붕괴 위기에 직면한 가운데, 전교조 해남지회(지회장 조경애)가 강력한 반대 활동을 이어가고 있다.

최근 3년간 전남지역에서만 총 754명의 교사가 줄었으며, 내년에도 초등 16명, 중등 170명 등 186명의 추가 감축이 예정되어 있다.

이에 따라 다학년·다과목 수업과 순회근무가 일상화되고, 행정업무 부담까지 폭증하면서 학교 운영에 큰 차질이 빚어지고 있다.

실제로 국어교사가 정보·기술 과목을 가르치거나, 한 학년 사회 과목을 세 명의 순회교사가 나눠 맡는 등 파행 사례가 이어지고 있다.

전라남도교육청은 감축 통보 직후 각 학교에 어떤 교사를 줄일지 논의하라는 공문을 보내면서 학교 내 갈등이 시작됐다.

교사들은 ‘이번에는 어떤 과목을 없앨 것인가’, ‘담임·교무부장은 누가 맡을 것인가’ 등 현실적인 문제로 고민하며 싸울 수밖에 없는 상황에 놓였다. 특히 지역 소외 학생과 어려운 가정환경 학생들이 그 피해를 고스란히 받고 있다.

이러한 문제의식 속에서 전교조 해남지회는 지난 9월 23일 분회장 총회를 열고, 분회별 교사감축 반대 현수막 게첨, 10월 13일부터 28일까지 3주간 릴레이 거리선전전, 지역신문 광고와 광고 모금운동을 진행하기로 결정했다.

12개 학교가 돌아가면서 진행한 거리선전전에는 학교비정규직노조원과 민주노총 해남군지부 회원들이 함께 참여하며 시민과 학생들의 응원을 받고 있다.

또한, 전교조 해남지회는 10월 29일 전라남도교육청 앞에서 열리는 전남교사대회에도 적극 참여해 교원 감축 반대의 목소리를 모을 예정이다. 조경애 지회장은 “교사들에게 모든 책임을 떠넘기며 싸우게 만드는 구조를 더 이상 방치할 수 없다. 학생과 교육현장을 지키기 위해 끝까지 목소리를 낼 것”이라고 강조했다.

“Opposing Teacher Reductions! Education at Risk of Collapse… Jeonju Teachers’ Union Haenam Chapter Launches Street Campaigns and Provincial Teachers’ Rally”
Schools in Haenam, Jeollanam-do, are facing a potential collapse of their educational environment due to planned teacher reductions, prompting the Haenam chapter of the Korean Teachers and Education Workers’ Union (KTU, President: Jo Kyung-ae) to intensify opposition efforts.
Over the past three years, a total of 754 teachers have been cut across Jeollanam-do, and next year, an additional 186 teachers are scheduled to be reduced, including 16 at elementary schools and 170 at middle schools.
As a result, multi-grade and multi-subject classes, as well as rotational teaching assignments, have become routine, while administrative workloads have surged, causing serious disruptions to school operations.
In practice, Korean language teachers are being asked to teach information technology subjects, and some social studies classes are divided among three rotational teachers, among other irregularities.
Following the notification of the reductions, the Jeollanam-do Office of Education issued an official letter instructing schools to discuss which teachers to cut, sparking conflicts within the schools. Teachers are forced to face difficult questions such as, “Which subjects should be eliminated?” and “Who will serve as homeroom or vice-principal? Should I take on additional duties at another school while managing my own class?” These issues disproportionately affect students from disadvantaged backgrounds and underprivileged households.
In response, the Haenam KTU chapter held a branch leaders’ meeting on September 23 and decided to carry out a series of initiatives, including placing anti-teacher-reduction banners in each branch, conducting a three-week relay street campaign from October 13 to 28, placing advertisements in local newspapers, and organizing fundraising for these advertisements.
During the relay street campaigns conducted by 12 schools, members of the School Non-Regular Workers’ Union and the Haenam branch of the Korean Confederation of Trade Unions (KCTU) joined in solidarity, while citizens and students continuously expressed support.
Furthermore, the Haenam KTU chapter plans to actively participate in the Provincial Teachers’ Rally in front of the Jeollanam-do Office of Education on October 29 to unite voices against teacher reductions. President Jo Kyung-ae emphasized, “We can no longer allow a system that pushes all responsibility onto teachers and forces them to fight. We will continue to raise our voices to protect students and the educational environment.”
