전남도·광양시, 지진·화재 복합재난 대응 실전훈련 실시

전라남도는 28일 광양시와 합동으로 건축물 붕괴와 대형 화재가 동시에 발생한 복합재난 상황을 가정한 2025 재난대응 안전한국훈련을 실전처럼 실시했다.

이번 훈련에는 경찰서, 소방서, 군부대, 한국전력공사, KT, 의용소방대, 자율방재단, 주민 등 17개 기관과 단체 300여 명이 참여했으며, 재난안전대책본부와 현장 통합지원본부를 통해 화재 진압과 인명 구조 활동을 체계적으로 수행했다.

특히 재난안전통신망(PS-LTE)을 활용, 본부와 현장을 실시간 연결하여 실제 재난과 같은 상황을 구현했다.

전남도는 사전 준비 단계에서 행정안전부 중앙평가단 전문가 컨설팅을 두 차례 실시, 광역 시·도의 역할 강화, 주민 참여 확대, 훈련 시나리오 보완 등 전문가 의견을 반영해 훈련의 완성도를 높였다.

윤진호 전남도 행정부지사 직무대행은 “이번 훈련으로 복합재난 대응 능력을 한층 강화했다”며 “앞으로도 도민의 생명과 안전을 지키기 위해 최선을 다하겠다.”고 강조했다.

훈련 종료 후에는 국민체험단 평가제도를 통해 강평과 피드백을 수렴, 개선 사항을 분석해 내년 재난훈련에 반영할 계획이다.

Jeonnam Province and Gwangyang City Conduct Realistic Earthquake and Fire Response Drill
– 17 agencies and over 300 participants, strengthening on-site disaster response capabilities –
Jeollanam-do Province, in cooperation with Gwangyang City, conducted the 2025 Safe Korea Disaster Response Drill on the 28th, simulating a complex disaster scenario involving simultaneous building collapse and large-scale fire caused by an earthquake.
A total of 17 organizations and groups, including the police, fire department, military units, Korea Electric Power Corporation, KT, volunteer fire brigades, disaster prevention volunteers, and local residents — about 300 participants in total — took part in the drill. The provincial government and Gwangyang City established a Disaster and Safety Countermeasures Headquarters and an on-site Integrated Support Center to coordinate systematic fire suppression and rescue operations.
In particular, the Public Safety LTE (PS-LTE) disaster communication network was utilized to connect the headquarters and the field in real time, creating conditions closely resembling an actual disaster.
During the preparation phase, Jeonnam Province conducted two rounds of expert consultations with the Ministry of the Interior and Safety’s central evaluation team, incorporating expert feedback to enhance the effectiveness and completeness of the exercise. The consultation focused on strengthening the role of provincial governments, encouraging public participation, and refining the training scenarios.
Acting Vice Governor Yoon Jin-ho stated, “This drill has further strengthened Jeonnam Province’s ability to respond to complex disasters,” adding, “We will continue doing our utmost to protect the lives and safety of our residents from all kinds of disasters.”
Following the exercise, the province will conduct evaluations through the National Experience Group System, collecting feedback and analysis to identify areas for improvement, which will be reflected in next year’s disaster response training.
