“함평, 대한민국 생태관광 중심도시로 도약한다”

전라남도가 함평군을 ‘대한민국 생태관광 대표도시’이자 서남권 중추도시로 육성하기 위한 청사진을 제시했다.

28일 전남 함평읍 어울림커뮤니티센터에서 열린 ‘함평군 정책비전투어’에는 김영록 전남도지사, 이상익 함평군수, 모정환 전남도의원, 이남오 군의장, 청년 및 주민 등 120여 명이 참석해 지역 미래 비전을 공유했다.

이번 정책 비전 투어는 기존 ‘도민과의 대화’를 한 단계 업그레이드한 정책 소통 현장 간담회 형식으로 진행됐다.

전남도는 전남연구원과 함께 함평의 잠재력과 지역 특성을 분석해 ‘K-생태도시 함평’이라는 미래 비전을 제안했다.

■ 김영록 지사 “함평, 서남권 미래산업 중심지로 우뚝”
김영록 도지사는 “함평은 빛 그린 국가 산단을 중심으로 첨단산업이 일어나고 있는 도시로, 앞으로 서남권 미래차·신소재산업의 거점이 될 것”이라며 “합계출산율도 1.32명으로 전국 6위를 기록했는데, 이는 함평만의 맞춤형 출산·복지정책의 성과”라고 평가했다.

■ 전남연구원, ‘8대 미래 비전’ 제시
이날 전남연구원은 ‘대한민국 미래 모빌리티·축산을 혁신하는 자연을 닮은 K-생태도시 함평’을 슬로건으로 내세우며 8대 핵심 비전을 제시했다.

초광역 K-모빌리티 중심지 – 빛 그린 국가 산단 활용
RE100 산업단지 유치 – 전남형 그린 디지털 도시 조성
AI 축산 중심도시 – K-축산 대전환 추진
K-HC 푸드밸리 조성 – 농산물 500억 수출 목표
스포츠도시 함평 – 골프·레저 중심 ‘홀인원 함평’
대한민국 생태관광 대표도시 육성
해양 힐링 워케이션벨트 조성
촘촘한 교통망 구축으로 접근성 강화

■ 주민과 함께하는 정책 토론
정책 토론에서는 지역 현안을 중심으로 활발한 질의응답이 이어졌다.

손불면 월천5리 주민 김영석 씨는 “만조 시 침수 피해가 반복되는 월천지구에 배수지 신설과 배수로 정비가 시급하다”고 건의했다.

이에 김 지사는 “이미 재해위험지구인 만큼, 소규모 배수개선사업 신청 시 신속히 조치하겠다.”고 답했다.

또한 원선리 이상민 씨의 평능천 자연재해위험지구 지정 요청에 대해선 “함평군이 지정 고시하면 행정안전부 정비계획에 반영되도록 지원하겠다.”고 약속했다.

이외에도 해안도로 개설, 가축 폭염피해 예방시설 확충, 스마트 무화과 단지 조성, 농특산물 해외경쟁력 강화 등 다양한 건의가 제시됐다.

■ 이상익 군수 “함평, 신성장 모델로 거듭날 것”
이상익 함평군수는 “전남도와 공동 추진 중인 1조 8,400억 원 규모의 ‘함평 미래발전 비전사업’은 열악한 지방 재정을 극복하고 함평의 자립성장을 견인할 핵심 사업”이라며 전남도의 지속적인 지원을 요청했다.

■ 김영록 지사 “생태·문화·산업이 공존하는 도시로 지원 아끼지 않겠다.”

김 지사는 “함평은 문화와 생태가 살아 숨 쉬는 호남의 중심지”라며 “전통과 혁신이 조화를 이루는 풍요로운 땅 함평이 더 멀리, 더 높이 도약할 수 있도록 전남도가 모든 역량을 지원하겠다.”고 밝혔다.

“Hampyeong to Emerge as Korea’s Leading Eco-Tourism City”
Jeonnam Province Presents Vision for ‘K-Eco City Hampyeong,’ Aiming to Foster a Core Hub of the Southwestern Region
Jeollanam-do (Jeonnam Province) has unveiled a blueprint to develop Hampyeong County into Korea’s representative eco-tourism city and a central hub of the southwestern region.
On the 28th, the province held the “Hampyeong County Policy Vision Tour” at the Eoullim Community Center in Hampyeong-eup, attended by Governor Kim Yung-rok, Hampyeong County Mayor Lee Sang-ik, Provincial Assemblyman Mo Jeong-hwan, County Council Chair Lee Nam-oh, and about 120 residents and youth participants.
The Policy Vision Tour is an upgraded version of the former “Dialogue with Residents” program and serves as an on-site policy communication forum. Jeonnam Province, in cooperation with the Jeonnam Research Institute, analyzed Hampyeong’s potential and local characteristics to propose a future vision under the theme of “K-Eco City Hampyeong.”
■ Governor Kim Yung-rok: “Hampyeong Will Rise as a Future Industry Hub of the Southwest”
Governor Kim emphasized,
“Hampyeong is emerging as a city of cutting-edge industries centered around the Bitgreen National Industrial Complex, and it will become a key hub for future mobility and new materials industries in the southwestern region.”
He also noted that Hampyeong’s total fertility rate reached 1.32, ranking sixth nationwide, attributing the achievement to the county’s customized birth and welfare policies.
■ Jeonnam Research Institute Presents ‘Eight Future Visions’
The Jeonnam Research Institute introduced the slogan “K-Eco City Hampyeong — A Nature-Inspired Hub Innovating Korea’s Future Mobility and Livestock Industries” and proposed eight key future visions:
Hub of Cross-Regional K-Mobility – Utilizing the Bitgreen National Industrial Complex
RE100 Industrial Complex – Creating a Jeonnam-style Green Digital City
AI Smart Livestock Hub – Driving the K-Livestock Transition
K-HC Food Valley – Achieving 50 billion KRW in agricultural exports
Sports City Hampyeong – A golf and leisure-driven “Hole-in-One Hampyeong”
Korea’s Leading Eco-Tourism Destination
Marine Healing and Workation Belt Development
Enhanced Transportation Network – Strengthening regional accessibility
■ Residents Join Policy Dialogue
During the discussion session, residents actively voiced local concerns and development requests.
Mr. Kim Young-seok from Wolcheon-ri, Sonbul-myeon, urged the province to build a new drainage facility and channels to prevent recurrent flooding during high tides.
Governor Kim responded,
“As the area is already designated as a disaster-prone zone, the province will promptly act once the small-scale drainage improvement project is submitted.”
In response to Mr. Lee Sang-min from Wonsun-ri, who requested that Pyeongneung Stream be designated as a natural disaster risk zone, the governor replied,
“Once Hampyeong County completes the official designation, Jeonnam will ensure it is reflected in the Ministry of the Interior and Safety’s maintenance plan.”
Other residents also proposed projects such as the coastal road construction, expansion of heatwave prevention facilities for livestock, establishment of a smart eco-friendly fig production complex, and enhancing the global competitiveness of local agricultural products.
■ Mayor Lee Sang-ik: “Hampyeong Will Become a Model of Local Growth”
Mayor Lee stated,
“The 1.84 trillion KRW ‘Hampyeong Future Development Vision Project’ jointly promoted with Jeonnam Province will serve as a new growth model for local governments, overcoming fiscal limitations and enabling Hampyeong’s self-sustaining development.”
He requested Jeonnam Province’s continued support for the initiative.
■ Governor Kim: “Jeonnam Will Fully Support Hampyeong’s Leap as a City of Ecology, Culture, and Industry”
Governor Kim concluded,
“Hampyeong is a land where culture and ecology coexist in harmony. Jeonnam Province will spare no effort to help Hampyeong soar higher and farther as a prosperous and innovative city where tradition and modernity blend.”
