“석유화학 산업도시에서 AI·탄소중립 해양도시로.”
더불어민주당 전남·광주 통합특별시장 경선 후보인 민형배 국회의원(광주 광산구을)이 여수를 세계적 해양도시로 도약시키기 위한 산업·관광 대전환 비전을 공식 발표했다.
민 의원은 16일 정책 발표를 통해 “여수산단과 관광이라는 두 축을 동시에 혁신해 여수를 대한민국을 넘어 세계적 해양도시로 키우겠다”고 밝혔다.

그는 이를 위한 핵심 전략으로 여수산단 산업구조 대개조, 체류형 관광도시 전환, 해양·기후 글로벌 포럼 도시 전략, 국제공항 인프라 구축 등 4대 전략을 제시했다.

“여수산단 대개조”… 탄소중립·AI 산업단지 전환
민 의원은 여수국가산업단지를 탄소중립과 AI 기반 첨단 산업단지로 전환하는 ‘여수산단 대개조 국가 프로젝트’를 추진하겠다고 밝혔다.
여수산단은 국내 최대 석유화학 산업기지이지만 최근 석유화학 산업 침체 영향으로 생산과 수출이 동시에 감소하는 위기를 겪고 있다.

민 의원은 “여수산단 생산액은 약 10%, 수출은 약 14% 감소하는 등 산업 경쟁력 약화가 현실화되고 있다”며 “국가 차원의 산업 혁신 프로젝트가 필요하다”고 강조했다.

이를 위해 다음과 같은 산업 혁신 전략을 제시했다.
탄소중립 산업단지 국가 프로젝트 지정, CCUS(탄소 포집·활용·저장) 실증단지 구축, 친환경 화학소재 산업 육성, AI 기반 스마트 제조 시스템 전환, 산업용 광케이블 기반 ‘AI 데이터 고속도로’ 구축.

민 의원은 “석유화학 중심 산업 구조를 AI·친환경 첨단 제조 산업으로 재편해야 여수산단의 미래가 열린다.”고 밝혔다.

관광객 1천만 시대 넘어 ‘체류형 관광도시’로 민 의원은 여수 관광 산업 역시 단순 방문형에서 체류형 관광도시로 대전환해야 한다고 강조했다.

여수는 2012년 세계박람회 개최 이후 한때 연간 관광객 1,500만 명을 기록했지만 최근에는 약 1,000만 명 수준으로 감소하는 등 관광 성장세가 둔화되고 있다.

이에 따라 그는 남해안 관광벨트 구축, 국제 크루즈 관광 허브 육성, 해양 레저 산업 확대, 야간 관광 활성화 등을 통해 관광객 체류시간을 늘리고 지역경제 파급 효과를 높이겠다는 전략을 제시했다.

“여수를 해양·기후 글로벌 포럼 도시로”
민 의원은 여수를 해양과 기후 분야 글로벌 포럼 도시로 육성하겠다는 구상도 밝혔다.
그는 “스위스의 작은 도시 다보스가 세계경제포럼을 통해 세계 지도자들이 모이는 도시가 된 것처럼 여수를 해양과 기후 분야 국제회의 중심 도시로 만들겠다.”고 말했다.

이를 위해 유엔기후변화협약 당사국총회(COP), 해양환경 국제회의, 기후 관련 글로벌 포럼 등 국제행사를 적극 유치해 여수를 국제회의 중심 해양도시로 발전시키겠다는 계획이다.

민 의원은 국제행사와 글로벌 관광객 유치를 위한 핵심 인프라로 여수공항 국제공항 승격 추진도 제시했다.
여수공항을 남해안 국제 관문 공항으로 발전시켜 국제회의 개최와 해외 관광객 유치, 글로벌 기업 투자 확대 등 여수의 국제 접근성을 획기적으로 높이겠다는 전략이다.

민형배 의원은 “여수산단 대개조와 관광 대전환을 동시에 추진하면 여수는 대한민국을 넘어 세계적인 해양도시로 성장할 수 있다”며 “산단과 관광 두 축을 혁신해 여수의 새로운 미래를 열겠다.”고 강조했다.

“From a petrochemical industrial city to an AI-powered, carbon-neutral marine city.”
Min Hyung-bae, a member of the National Assembly (Gwangsan-eul, Gwangju) and a candidate in the Democratic Party primary for mayor of the proposed Jeonnam-Gwangju Integrated Special City, has unveiled a vision to transform Yeosu into a world-class maritime city through industrial and tourism innovation.
At a policy briefing on March 16, Rep. Min stated,
“By innovating both the Yeosu Industrial Complex and the tourism sector, we will elevate Yeosu beyond a national city into a globally competitive maritime hub.”
He presented four key strategies to achieve this goal: restructuring the Yeosu Industrial Complex, transforming Yeosu into a stay-type tourism city, building a global ocean-climate forum city, and strengthening international airport infrastructure.
“Revamping Yeosu Industrial Complex” into a Carbon-Neutral AI Industrial Zone
Rep. Min proposed a national-level project to overhaul the Yeosu National Industrial Complex, converting it into a carbon-neutral and AI-based advanced manufacturing hub.
Although Yeosu hosts Korea’s largest petrochemical industrial base, the sector has recently faced challenges due to a downturn in the petrochemical industry, with both production and exports declining.
“Production at the Yeosu Industrial Complex has fallen by about 10 percent, while exports have dropped roughly 14 percent,” Min said.
“This makes it clear that a national-level industrial innovation project is urgently needed.”
To address this challenge, he outlined several key initiatives:
Designating Yeosu as a national carbon-neutral industrial complex project
Establishing a CCUS (Carbon Capture, Utilization, and Storage) demonstration zone
Fostering eco-friendly chemical materials industries
Converting manufacturing systems into AI-based smart production
Building an ‘AI data highway’ through industrial fiber-optic networks
Min emphasized that the petrochemical-centered industrial structure must evolve into an AI-driven and eco-friendly advanced manufacturing ecosystem for the future of the Yeosu complex.
From 10 Million Visitors to a “Stay-Type Marine Tourism City”
Rep. Min also stressed the need to transform Yeosu’s tourism industry from a short-visit destination into a stay-type marine tourism city.
After hosting the 2012 Yeosu World Expo, the city once attracted about 15 million visitors annually, but the number has recently declined to around 10 million, indicating slowing tourism growth.
To address this trend, Min proposed several initiatives:
Building a Southern Coast tourism belt
Developing Yeosu into a global cruise tourism hub
Expanding marine leisure industries
Activating night tourism programs
These measures aim to increase the average stay of visitors and maximize the local economic impact of tourism.
“Transform Yeosu into a Global Ocean-Climate Forum City”
Min also proposed developing Yeosu into a global forum city for ocean and climate issues.
“Just as the small Swiss town of Davos became a global gathering place through the World Economic Forum, Yeosu can become a global venue for international conferences on oceans and climate,” he said.
To achieve this vision, he plans to attract major international events such as:
the UN Climate Change Conference (COP)
international marine environmental conferences
global climate-related forums
Through these efforts, Yeosu would evolve into an international conference hub for marine and climate governance.
Plan to Upgrade Yeosu Airport to an International Airport
Rep. Min also proposed upgrading Yeosu Airport to an international airport as a key infrastructure project to support global tourism and international conferences.
The plan aims to develop Yeosu Airport into the international gateway of Korea’s southern coast, improving global accessibility for international events, foreign tourists, and global investment.
Rep. Min concluded,
“If the Yeosu Industrial Complex overhaul and the tourism transformation are pursued together, Yeosu can grow into a world-class maritime city.”
“By innovating both industry and tourism, we will open a new future for Yeosu,” he added.
