전라남도는 농림축산식품부가 주관한 ‘2025년 농촌공간정비사업’ 추가 공모에서 해남군 북평면 남창지구가 최종 선정돼 국비 15억 원을 확보했다고 13일 밝혔다.

‘농촌공간정비사업’은 농촌 지역의 유해시설·노후건물·빈집 등을 정비하고, 그 자리에 주민 생활과 밀접한 생활SOC(사회간접자본) 시설을 조성해 정주환경을 획기적으로 개선하는 사업이다.

전남도는 앞서 올해 세 차례의 공모에서 영암군 도포면 성산지구, 신안군 팔금면 팔금지구, 나주시 세지면 대산지구가 선정돼 국비 125억 원을 확보한 바 있다.

이번 남창지구 추가 선정으로 전남도의 누적 국비 확보 액은 140억 원에 이른다.

이번 사업을 통해 해남 북평면 남창지구는 2027년까지 총사업비 30억 원을 투입한다.

악취와 수질오염의 원인이던 돈사 2개소, 안전등급 D등급의 폐건물 2개소, 마을 미관을 해치는 빈집 11개소 등 총 15개소를 철거·정비하고, 자연친화적 공간으로 재탄생시킬 예정이다.

정비 후에는 생활SOC, 주거 및 경제공간이 어우러진 복합시설을 조성해 주민 편의와 지역 활력을 높이는 데 중점을 둔다.

김현미 전남도 농업정책과장은 “이번 사업으로 주민들의 오랜 불편을 해소하고, 농촌다움을 회복해 정주 여건을 크게 개선하겠다.”며 “사람이 다시 돌아오는 농촌, 귀농·귀촌 인구 유입의 거점으로 만들어가겠다”고 말했다.

Namchang District in Bukpyeong-myeon, Haenam Selected for Additional “Rural Space Improvement Project”
Jeonnam Province secures 1.5 billion won in national funding – Expected to enhance living environment and public infrastructure
Jeollanam-do announced on the 13th that Namchang District in Bukpyeong-myeon, Haenam County has been selected in the additional round of the “2025 Rural Space Improvement Project” organized by the Ministry of Agriculture, Food and Rural Affairs, securing 1.5 billion won (KRW) in national funds.
The Rural Space Improvement Project aims to remove hazardous facilities, dilapidated buildings, and vacant houses in rural areas and transform them into public spaces and living SOC (Social Overhead Capital) facilities, significantly improving the overall residential environment.
Earlier this year, Jeonnam Province had three districts selected through previous rounds of the same project—Seongsan District in Dobo-myeon, Yeongam County; Palgeum District in Palgeum-myeon, Sinan County; and Daesan District in Seji-myeon, Naju City—securing 12.5 billion won in national funds.
With the latest selection of Namchang District, Jeonnam’s total secured national funding now amounts to 14 billion won.
The Namchang project will run until 2027, with a total project budget of 3 billion won.
The plan includes demolishing and cleaning up 15 sites, including two pig farms that caused odor and water pollution, two D-grade unsafe buildings, and 11 vacant houses that degraded the village landscape. The area will then be restored into a nature-friendly, multi-purpose community space.
After redevelopment, the site will feature integrated living SOC, residential, and economic spaces, focusing on improving residents’ quality of life and revitalizing the local community.
Kim Hyun-mi, Director of the Agricultural Policy Division at Jeonnam Province, stated,
“This project will resolve long-standing inconveniences for residents, restore the essence of rural communities, and greatly enhance the living environment. We aim to create a rural area where people will want to return, serving as a hub for attracting returnees and new settlers.”
