전라남도는 14일 도청 서재필실에서 ‘염전 근로자 근로실태 조사’ 중간보고회를 열고, 추진상황과 조사 결과를 공유하며 염전 근로환경 개선을 위한 실질적 방안을 논의했다.

이번 보고회에는 전남도와 영광·신안군 관련 부서, 고용노동부 목포지청, 전남경찰청, 전남도 인권위원회, 전남연구원 등 20여 명이 참석해 조사 추진 경과와 주요 결과를 점검하고, 근로환경 개선을 위한 다양한 의견을 나눴다.

조사는 전남연구원이 지난 4월부터 근로자와 고용주를 대상으로 면접조사와 심층 인터뷰를 진행하고 있으며, 오는 11월까지 완료 예정이다.

조사 내용은 염전 근로자의 취업 경로, 생활 및 근로환경, 임금 지급 실태, 인권 침해 여부 등이며, 현장 중심으로 근로자 처우 실태를 세밀히 파악하는 데 초점을 맞췄다.

박영채 전남도 해양수산국장은 “염전 근로자에 대한 인권침해 사례를 근절하고 부정적 이미지를 개선하려면 근본적 원인 분석과 현장 중심 정책 수립이 필요하다”며, “앞으로도 근로자 인권 보호와 노동환경 개선을 위한 실질적 대책 마련에 최선을 다하겠다.”고 밝혔다.

전남도는 2021년 발생한 인권침해 사건 이후 재발 방지와 예방을 위해 제도를 보완하고 현장을 점검하는 등 지속적인 개선 노력을 이어왔다.

또한, ‘찾아가는 인권 교육’과 ‘염전근로자 안심숙소 및 쉼터’ 지원 등 다양한 정책을 통해 근로자 인권 보호와 노동환경 개선에 힘쓰고 있다.

Jeonnam Province Launches Full-Scale Measures to Protect Salt Farm Workers’ Rights and Improve Working Conditions
On October 14, Jeonnam Province held a mid-term briefing on the “Survey on Salt Farm Workers’ Working Conditions” at the Seoje-pil Room of the provincial office. The meeting shared the progress and preliminary findings of the survey and discussed practical measures to improve working conditions for salt farm workers.
The briefing was attended by more than 20 participants, including officials from Jeonnam Province, the Yeonggwang and Sinan counties, Mokpo branch of the Ministry of Employment and Labor, Jeonnam Provincial Police Agency, Jeonnam Human Rights Commission, and Jeonnam Research Institute. Attendees reviewed the survey’s progress and key findings and exchanged various opinions on improving labor conditions.
The survey, conducted by the Jeonnam Research Institute since April, involves interviews and in-depth discussions with both workers and employers, and is scheduled to continue until November.
The survey focuses on employment pathways, living and working conditions, wage payment practices, and potential human rights violations among salt farm workers, with an emphasis on accurately assessing on-site working conditions.
Park Young-chae, Director of the Jeonnam Provincial Department of Marine and Fisheries, stated, “To eliminate cases of human rights violations and improve the negative image of salt farm work, it is necessary to analyze the root causes and develop field-oriented policies. We will continue to make every effort to establish practical measures to protect workers’ rights and improve working conditions.”
Since the human rights incident in 2021, Jeonnam Province has continuously enhanced policies and conducted on-site inspections to prevent recurrence and ensure proactive measures. In addition, the province has implemented various initiatives, including “Visiting Human Rights Education” and providing safe accommodations and rest facilities for salt farm workers, to strengthen human rights protection and improve labor conditions.
