전라남도 김영록 지사는 15일 “오픈AI와 SK의 합작 글로벌 AI데이터센터 구축은 전남의 미래를 여는 새로운 전환점”이라며 “전남이 대한민국의 미래 산업벨트, 즉 선(先)벨트로 도약할 절호의 기회”라고 강조했다.
김 지사는 이날 도청 왕인실에서 열린 정례조회를 통해, 이번 AI데이터센터 유치는 하루아침에 이뤄진 것이 아니라 그동안 전남도가 꾸준히 추진해온 노력의 결실이라고 밝혔다.
그는 “이재명 대통령의 결단과 SK의 투자 결정은 전남의 오랜 기다림과 노력을 인정한 결과”라고 덧붙였다.
이어 김 지사는 “전남은 2019년 블루이코노미 비전 선포 이후 재생에너지 수도로의 도약을 목표로 해상풍력, 데이터센터, RE100산단 조성 등 기반을 다져왔다.”며 “AI데이터센터는 막대한 전력을 필요로 하지만, 전남은 전국에서 재생에너지가 가장 풍부하고, 전력 단가가 낮으며, 전력망과 부지, 용수, 도민들의 협력까지 모두 갖춘 최적의 입지”라고 설명했다.
전남도는 이러한 강점을 바탕으로 장성, 광양, 해남, 순천 등지에 데이터센터 투자 유치를 추진하고 있으며, 특히 장성 데이터센터는 연내 착공을 목표로 막바지 작업 중이다.
또한 해남 솔라시도에 1GW 규모 데이터센터파크 유치 계획을 수립하고, 154kV급 변전소를 2028년까지 조기 구축하는 등 전력 계통 문제 해결에도 선제적으로 대응하고 있다.
올해 2월에는 미국 실리콘밸리에서 AI 슈퍼클러스터 허브 조성을 위한 협약도 체결했다.
김 지사는 “AI데이터센터 전남 구축 결정 후 대통령에게 보낸 감사 문자에 ‘이제 시작입니다’라는 답장을 받았다”며 “이는 전남 발전의 새로운 출발점이며 앞으로 더 많은 기회가 기다린다는 의미”라고 밝혔다.
이어 “지금부터가 진짜 시작이다. 미국 경제의 중심이자 첨단기업이 몰리는 선벨트처럼, 전남도 대한민국의 선벨트로 도약할 수 있도록 기업 요구에 신속히 대응하고 미래 산업 기반을 단단히 다져나가자”고 강조했다.
또한 김 지사는 “전남이 장보고 시대 이후 세계 중심적인 역할을 했듯이, 이제 농수산 중심·해상무역 중심에서 미래 첨단산업과 디지털 무역의 중심지로 거듭날 것”이라며, 직원들에게는 “폭염과 폭우 속에서도 국정과제 반영과 예산 확보를 위해 노력해준 모든 직원들의 노고에 깊이 감사하며, 일과 삶의 균형이 이뤄지는 따뜻한 도청 조직문화를 만들어가자”고 당부했다.

Shares Vision for Global AI Data Center and Future Industry Strategies at Regular Assembly
Emphasizes Jeonnam’s Rise as an Advanced Industry and Digital Trade Hub Based on Blue Economy
Jeonnam Governor Kim Young-rok stated on the 15th, “The joint global AI data center project by OpenAI and SK marks a new turning point for Jeonnam’s future,” adding, “This is a golden opportunity for Jeonnam to emerge as South Korea’s future industrial belt, or the nation’s leading ‘Sun Belt.’”
At the regular assembly held in the Wangin Room of the provincial office, Governor Kim highlighted that the successful attraction of the AI data center did not happen overnight but is the result of consistent efforts by Jeonnam Province over the years.
He added, “The decision by President Lee Jae-myung and SK’s investment is recognition of Jeonnam’s long-standing patience and efforts.”
Governor Kim explained, “Since the launch of the Blue Economy vision in 2019, Jeonnam has aimed to become the renewable energy capital, laying the foundation through offshore wind power, data centers, and the creation of RE100 industrial complexes. While AI data centers require enormous power, Jeonnam has the richest renewable energy resources nationwide, low electricity costs, and the optimal infrastructure—including power grids, sites, water resources, and strong community support.”
Building on these strengths, Jeonnam Province has been promoting investment in data centers in Jangseong, Gwangyang, Haenam, and Suncheon, with the Jangseong data center scheduled to begin construction within this year.
Additionally, plans are in place to attract a 1GW-scale data center park in Haenam’s Solar City, and a 154kV substation is set for early completion by 2028 to address power grid issues proactively. In February of this year, an agreement was also signed in Silicon Valley, USA, to establish an AI supercluster hub.
Governor Kim noted, “After the decision to build the AI data center in Jeonnam, I sent a thank-you message to the President and received a reply saying, ‘This is just the beginning.’ This reflects a new starting point for Jeonnam’s development and indicates more opportunities ahead.”
He emphasized, “The real work starts now. Just as the U.S. Sun Belt attracts advanced companies, Jeonnam must quickly respond to corporate needs and strengthen the foundations for future industries to become South Korea’s leading Sun Belt.”
Governor Kim also stated, “Just as Jeonnam played a central role in global trade during the Jang Bogo era, it will now rise from an agricultural and maritime trade hub to a leading center for future advanced industries and digital trade.” He added, “I deeply appreciate the hard work of all staff, who have worked tirelessly to reflect national projects and secure budgets despite extreme heat and heavy rains. Above all, the health and happiness of every employee are important, and we must create a warm organizational culture where work-life balance is achieved.”
