전라남도는 20일 도청 서재필실에서 국내 전선업계 1위 ㈜LS전선 계열사인 ㈜LS머트리얼즈, ㈜LS마린솔루션과 ‘해상풍력 전용 설치항만 조성 및 케이블 설치선 건조’를 위한 투자협약을 체결했다.
이날 협약식에는 김영록 전남도지사, 구본규 ㈜LS전선 대표이사, 홍영호 ㈜LS머트리얼즈 대표이사, 김병옥 ㈜LS마린솔루션 대표이사, 명현관 해남군수 등 관계자들이 참석했다.
이번 투자는 LS그룹이 전남에서 추진하는 첫 대규모 해상풍력 프로젝트로, 정부의 AI 데이터센터 투자와 연계해 전력 다소비 시설 운영에 필요한 안정적 전력공급 기반을 강화하고, 전남도의 ‘30GW 해상풍력 발전단지’ 목표 달성에도 실질적 동력이 될 전망이다.
특히 해남은 이번 프로젝트를 통해 ‘한국형 에스비에르항’ 조성의 출발점이 될 것으로 기대된다.
LS전선 계열사의 제조·설치 역량을 중심으로 자회사 단계적 이전과 신규 투자, 연관기업 입주가 맞물리면, 해남 ‘LS 클러스터’가 형성되어 덴마크 에스비에르항과 같은 지역 산업 생태계 전환 효과가 예상된다.
협약에 따라 ㈜LS머트리얼즈는 국내 최초 해상풍력 전용 설치항만을 해남에 구축·운영하게 되며, 발전기 모듈(WTG) 조립·보관·선적 기능을 갖춘 거점으로 발전할 계획이다.
이어 하부구조물·타워 등 대형 기자재 기업의 연쇄 유입을 견인하며 서남권 해상풍력 산업의 핵심 전진기지가 될 전망이다.
㈜LS마린솔루션은 장거리·대수심 환경에서 HVDC와 광케이블을 동시에 포설할 수 있는 국내 최대 해저 케이블 설치선을 건조, 해남 설치항만을 거점으로 운용한다.
김영록 전남도지사는 “정부의 전남 투자 지원 정책이 탄력을 받을 수 있도록 LS라는 에너지 앵커기업 유치에 전남도가 특단의 노력을 기울였다”며, “이번 협약은 전남이 해상풍력산업 중심지로 도약하는 결정적 전환점이 될 것”이라고 밝혔다.
전남도는 지난달 수출용 김 생산기업 3곳과 1,034억 원, 글로벌 유통기업 코스트코와 1,000억 원 규모 투자협약을 체결하는 등 AI 데이터센터, K-김, 코스트코, 해상풍력에 이르기까지 ‘투자의 봄’을 이어가고 있다.

Jeonnam Province to Build Korea’s First Offshore Wind Installation Port…
LS Group Investment Marks Turning Point in Regional Industrial Ecosystem
On October 20, Jeonnam Province signed an investment agreement at the Seojaepil Room of the provincial office with LS Materials Co., Ltd. and LS Marine Solutions Co., Ltd., subsidiaries of LS Cable & System, the nation’s leading cable manufacturer, to establish a dedicated offshore wind installation port and construct a cable-laying vessel.
The signing ceremony was attended by Kim Young-rok, Governor of Jeonnam Province; Koo Bon-gyu, CEO of LS Cable & System; Hong Young-ho, CEO of LS Materials; Kim Byung-ok, CEO of LS Marine Solutions; and Myung Hyun-kwan, Mayor of Haenam, among other officials.
This investment marks LS Group’s first large-scale offshore wind project in Jeonnam and is expected to strengthen stable power supply for high-consumption facilities in connection with the government-led AI data center projects. It will also provide substantial momentum toward achieving Jeonnam Province’s goal of a 30GW offshore wind power complex.
Haenam is expected to serve as the starting point for establishing a “Korean-style Esbjerg Port.” Leveraging LS Cable & System’s manufacturing and installation capabilities, the phased relocation of subsidiaries, new investments, and inflow of related companies are anticipated to form an “LS Cluster” in Haenam, creating regional industrial ecosystem transformation similar to Denmark’s Esbjerg Port.
Under the agreement, LS Materials will build and operate Korea’s first dedicated offshore wind installation port in Haenam, equipped with assembly, storage, and shipping functions for wind turbine generator (WTG) modules. The port is expected to attract additional large equipment manufacturers, such as substructure and tower companies, becoming a key forward base for the offshore wind industry in the southwest region.
LS Marine Solutions will construct the country’s largest cable-laying vessel capable of simultaneously installing HVDC and fiber-optic cables in long-distance and deep-water environments, to be operated from the Haenam installation port.
Governor Kim Young-rok stated, “Jeonnam Province has made extraordinary efforts to attract LS as an energy anchor company, ensuring that government investment support policies gain momentum. This agreement represents a decisive turning point for Jeonnam to emerge as a hub of the offshore wind industry.”
Last month, Jeonnam Province signed investment agreements worth KRW 103.4 billion with three export-oriented seaweed companies and KRW 100 billion with global retailer Costco, continuing a “spring of investment” spanning AI data centers, K-seaweed, Costco, and offshore wind projects.
