전라남도가 여수·광양항을 북극항로 전략 거점항만으로 육성하기 위한 행보에 속도를 내고 있다. 전남도는 23일 광양에서 ‘여수·광양항 북극항로 추진위원회 전체회의’를 열고, 전략사업 발굴과 협력체계 구축 방안을 집중 논의했다.

이번 위원회는 강위원 전남도 경제부지사와 김현덕 순천대 교수를 공동위원장으로, 정부·공공기관, 지자체, 학계, 연구기관, 산업계 전문가 등 총 25명으로 구성됐다.

위원회는 정례회의를 통해 동북아 물류 변화에 선제적으로 대응하고, 여수·광양항을 북극항로 핵심 항만으로 육성하기 위한 정책과 사업을 구체화하는 역할을 수행한다.

회의에서는 한국해양수산개발원(KMI), 한국북극항로협회, 전남대·목포해양대, 전남연구원 등 전문가들의 발표와 토론이 이어졌다.

주요 논의 내용은 북극항로 전략사업 발굴, 북극항로 연계 산업 클러스터 개발, 국제협력 확대 및 선제적 시범운항 추진, 항만 인프라 확충 등으로, 분야별 실행전략을 심도 있게 점검했다.

강위원 공동위원장은 “여수·광양항은 여수산단과 광양제철소를 배후에 둔 액체·벌크화물 특화항만으로, 북극 자원 운송과 친환경 해운물류 거점으로 성장할 튼튼한 산업 기반과 잠재력을 갖추고 있다”며 “민·관·산·학·연이 협력하는 추진위원회를 중심으로, 여수·광양항이 북극항로 시대를 선도하는 글로벌 항만으로 도약하도록 모든 행정적·정책적 역량을 집중하겠다.”고 말했다.
전남도는 이번 회의 논의를 바탕으로 북극항로 대응 정책 제안, 국비 확보, 국제협력 확대를 적극 추진할 계획이다. 또한 스마트항만 인프라 사업을 본격적으로 추진해 여수·광양항 경쟁력을 획기적으로 강화하고, 대한민국 해운물류의 전략적 중심지로 발돋움한다는 계획이다.

Jeonnam Province Accelerates Development of Yeosu·Gwangyang Ports as Arctic Shipping Route Hub
Public, Private, Academic, and Research Sectors Join Forces to Transform Ports into a Global Maritime Logistics Center
Jeonnam Province is accelerating efforts to develop Yeosu and Gwangyang Ports as strategic hubs for the Arctic shipping route. On October 23, the provincial government held a plenary meeting of the “Yeosu·Gwangyang Port Arctic Shipping Route Promotion Committee” in Gwangyang to focus on identifying strategic projects and establishing a cooperative framework.
The committee is co-chaired by Kang Wiwon, Jeonnam Deputy Governor for Economic Affairs, and Kim Hyundeok, Professor at Suncheon National University. It comprises 25 experts from government agencies, public institutions, local governments, academia, research institutes, and industry.
Through regular meetings, the committee will proactively respond to changes in Northeast Asian logistics and play a key role in formulating policies and projects to develop Yeosu and Gwangyang Ports into core hubs for the Arctic shipping route.
During the meeting, experts from the Korea Maritime Institute (KMI), Korea Arctic Shipping Route Association, Chonnam National University, Mokpo National Maritime University, and Jeonnam Research Institute presented and discussed various topics.
Key discussion points included identifying strategic Arctic shipping projects, developing industrial clusters linked to the Arctic route, promoting international cooperation and pilot voyages, and expanding port infrastructure, with detailed reviews of sector-specific implementation strategies.
Co-Chair Kang Wiwon stated, “Yeosu and Gwangyang Ports, backed by the Yeosu Industrial Complex and Gwangyang Steelworks, are specialized for liquid and bulk cargo and possess a solid industrial base and potential to grow as a hub for Arctic resource transport and eco-friendly maritime logistics. Centered on the Promotion Committee, where public, private, academic, and research sectors cooperate, we will focus all administrative and policy capabilities to ensure that Yeosu and Gwangyang Ports emerge as leading global ports in the Arctic shipping era.”
Jeonnam Province plans to use the outcomes of the meeting to actively propose Arctic shipping policies, secure national funding, and expand international cooperation. In addition, by launching smart port infrastructure projects, the province aims to significantly enhance the competitiveness of Yeosu and Gwangyang Ports and establish them as strategic centers of South Korea’s maritime logistics.
