대한민국 인공지능 산업의 핵심 기반이 될 국가AI컴퓨팅센터 건립지가 전남 해남으로 최종 확정됐다.
과학기술정보통신부는 10일 ‘국가 인공지능(AI) 컴퓨팅센터 구축 사업’의 우선협상대상자로 삼성SDS 컨소시엄을 선정했다고 밝혔다.

컨소시엄은 삼성SDS를 주관기관으로 네이버클라우드, 삼성물산, 카카오, 삼성전자, KT, 클러쉬, 전라남도, 서남해안기업도시개발 등이 참여하는 대형 민관 협력 프로젝트다.

이 컨소시엄은 사업 입지로 해남 ‘솔라시도 데이터센터파크’를 제안했으며, 정부 평가를 통해 최종 입지로 사실상 확정됐다.

■ AI 산업의 ‘엔진’… GPU 1.5만 장 초대형 인프라 구축
국가AI컴퓨팅센터는 대한민국 AI 경쟁력을 좌우할 국가 핵심 인프라로 평가된다.
센터는 오는 2028년까지 첨단 인공지능 반도체(GPU 등) 1만5천 장 규모의 초대형 컴퓨팅 인프라 구축을 목표로 추진된다.
이 시설은 AI 연구개발 지원, 산업계 인공지능 서비스 개발, 국산 AI 반도체 활성화, 글로벌 기업 협력 확대, 등 대한민국 AI 생태계의 핵심 플랫폼 역할을 수행하게 된다.
사업은 올해 3분기 착공에 들어가 2028년 완공을 목표로 속도감 있게 추진될 예정이다.

■ “전력·용수·부지”… 해남 솔라시도, AI 데이터센터 최적지
이번 사업에서 해남이 선택된 가장 큰 이유는 에너지 인프라다.
AI 데이터센터는 막대한 전력을 사용하는 산업시설로, 안정적인 전력과 용수 확보가 입지의 핵심 조건이다.
해남 솔라시도 데이터센터파크는 재생에너지 기반 전력 공급, 대규모 부지 확보, 안정적인 용수 인프라 등을 갖춰 대형 AI 데이터센터 입지 조건을 충족한 최적지로 평가됐다.
특히 전남이 추진 중인 해상풍력·RE100 산업단지·AI 에너지 융합 전략과 맞물리며 해남이 ‘AI·에너지 수도’로 도약할 핵심 거점이 될 전망이다.

■ 정책금융 지원… 국가 전략 프로젝트로 추진
이번 사업은 정책금융기관의 대규모 지원도 함께 추진된다.
산업은행의 국민성장펀드와 기업은행 등이 출자와 대출을 통해 재원을 지원할 예정이다.
향후 과기정통부, 정책금융기관, 삼성SDS 컨소시엄, 등이 참여하는 특수목적법인(SPC)을 설립하고, 산업은행과 기업은행의 최종 출자 승인 절차를 거쳐 실시협약이 체결되면 최종 사업자가 확정된다.

■ 해남 “AI 산업 핵심 거점으로 도약”
해남군은 이번 국가AI컴퓨팅센터 유치를 통해 지역 산업 구조가 근본적으로 변화할 것으로 기대하고 있다.
글로벌 수준의 AI 인프라 구축과 함께 관련 기업 유치, 고급 일자리 창출, 첨단 산업 생태계 형성이 가능해질 것으로 전망된다.
해남군 관계자는 “국가 인공지능 생태계 성장을 이끌 핵심 플랫폼인 국가 AI 컴퓨팅센터 구축 사업이 본격 추진되면서 해남이 대한민국 AI 산업의 핵심 거점으로 도약하는 계기가 될 것”이라며 “과기정통부, 전라남도, 삼성SDS 컨소시엄 등 관계기관과 긴밀히 협력해 2028년까지 차질 없이 센터가 구축될 수 있도록 행정 지원에 만전을 기하겠다.”고 밝혔다.

■ “AI가 전기를 먹는 시대”… 해남이 대한민국 AI의 심장이 된다.
AI 산업의 경쟁력은 데이터센터와 컴퓨팅 인프라에서 결정된다.
국가AI컴퓨팅센터가 해남에 들어서면서 솔라시도는 대한민국 AI 인프라의 중심지로 부상할 가능성이 커졌다.
이는 단순한 시설 유치를 넘어 대한민국 AI 산업의 지도를 바꾸는 국가 전략 프로젝트라는 평가가 나온다.

The site for South Korea’s National Artificial Intelligence (AI) Computing Center, a core infrastructure project for the country’s AI industry, has been officially confirmed as Haenam in South Jeolla Province.
On March 10, the Ministry of Science and ICT announced that the Samsung SDS consortium has been selected as the preferred negotiating partner for the “National AI Computing Center Construction Project.”
The consortium is led by Samsung SDS and includes Naver Cloud, Samsung C&T, Kakao, Samsung Electronics, KT, Clush, Jeollanam-do Province, and Seonamhaean Enterprise City Development Co.
The consortium proposed Solaseado Data Center Park in Haenam as the project site, which has effectively been confirmed as the final location following the government’s evaluation process.
■ The ‘Engine’ of Korea’s AI Industry: 15,000 GPUs
The National AI Computing Center is widely regarded as a strategic national infrastructure that will determine South Korea’s competitiveness in artificial intelligence.
The project aims to build a massive computing infrastructure equipped with 15,000 high-performance AI chips (GPUs and related processors) by 2028.
The facility will serve as a central platform for Korea’s AI ecosystem, supporting:
AI research and development
Industrial AI services and applications
Commercialization of domestic AI semiconductor technologies
Expansion of global technology partnerships
Construction is scheduled to begin in the third quarter of this year, with completion targeted for 2028.
■ Power, Water, and Land: Solaseado Chosen as the Optimal Location
One of the key reasons Haenam was selected is its energy infrastructure.
AI data centers require massive and stable electricity supplies, making energy availability a decisive factor in site selection.
The Solaseado Data Center Park offers:
Renewable energy–based power supply
Large-scale development land
Stable water resources
These advantages make it an ideal location for a large-scale AI data center.
The project also aligns with Jeollanam-do’s broader development strategy that includes offshore wind power, RE100 industrial complexes, and AI-energy convergence initiatives, positioning Haenam as a future “AI and energy capital” of Korea.
■ Policy Financing to Support a National Strategic Project
The project will also receive significant support from policy financial institutions.
Funding will be backed by investments and loans from the Korea Development Bank’s National Growth Fund and the Industrial Bank of Korea.
Going forward, the Ministry of Science and ICT, policy financial institutions, and the Samsung SDS consortium will establish a Special Purpose Company (SPC) to implement the project.
Once final investment approvals are secured from the financial institutions and an implementation agreement is signed, the consortium will be confirmed as the official project operator.
■ Haenam Poised to Become a National AI Industry Hub
Haenam County expects the project to transform the region’s industrial structure.
With the construction of world-class AI computing infrastructure, the area is expected to attract related technology companies, create high-quality jobs, and build a new advanced industrial ecosystem.
A Haenam County official stated:
“The National AI Computing Center will serve as a key platform for the growth of Korea’s AI ecosystem.
With this project moving forward, Haenam will emerge as a central hub of the nation’s AI industry.
We will work closely with the Ministry of Science and ICT, Jeollanam-do Province, and the Samsung SDS consortium to ensure the center is successfully completed by 2028.”
