민 의원은 화순의 핵심 경쟁력으로 항암 치료 인프라, 전남대병원 의료역량, 바이오 기반을 꼽으며, 여기에 ‘중입자 가속기’를 결합한 초고도 의료·연구·산업 생태계를 제시했다.
그는 “중입자 가속기는 단순한 의료장비가 아니라 도시의 산업 구조를 바꾸는 게임체인저”라며 “치료·연구·기업이 연결되는 선순환 구조를 만들면 화순은 세계적 치유산업 도시로 도약할 수 있다.”고 강조했다.

화순 발전 전략의 또 다른 축은 ‘폐광 대전환’이다.
민 의원은 2023년 폐광된 화순탄광을 단순한 유휴 공간이 아닌 “스토리와 산업이 결합된 미래 자산”으로 규정했다.
그는 치유·재활 프로그램, 체류형 헬스케어 관광, 발효·바이오 산업
을 결합한 복합 산업 모델을 제시하며 “탄광은 과거의 산업이 아니라, 미래 산업으로 재탄생할 수 있다”고 밝혔다.
이는 ‘산업 + 관광 + 치유’를 결합한 새로운 지역경제 모델로 평가된다.

■ “20조는 소비가 아니라 투자”… 지역이 스스로 돈 버는 구조로
이번 경청투어의 핵심은 정부가 약속한 20조 원 재정의 활용 방향이다.
민 의원은 기존의 ‘예산 소비형 구조’를 강하게 비판하며 “20조를 쓰느냐가 아니라 20조를 어떻게 300조로 키우느냐의 문제”라고 강조했다.
즉, 단순 SOC가 아닌 산업 투자, 지역별 특화 전략 집중, 의료·바이오·에너지 등 미래산업 중심 투자를 통해 지역 스스로 돈을 벌어들이는 구조로 전환해야 한다는 것이다.

현장에서는 통합특별시를 둘러싼 민감한 질문도 쏟아졌다.
특히 “전남이 광주에 흡수되는 것 아니냐”는 우려에 대해 민 의원은 선을 그었다.
그는 “전남이 주도하고 동부권까지 함께 움직이면 흡수 우려는 없다”며 27개 시·군·구 특화산업 보장, 특별법 기반 균형발전 장치 마련, 지역별 성장 전략 독립 설계를 강조했다.
이어 “통합은 행정이 아니라 생존 전략”이라며 “4차 산업 시대에 어떻게 더 잘 살 것인가에 대한 공동 설계”라고 규정했다.

■ “청년은 떠나는 게 아니라 떠밀린다.”… 일자리·주거·교육 동시 설계
청년 문제 역시 핵심 의제로 떠올랐다.
민 의원은 “청년이 떠나는 이유는 단 하나, 일자리”라며 산업 기반 일자리 창출, 지역 맞춤형 주거 정책, 교육·생활 인프라 동시 구축을 강조했다.
그는 “일자리 없는 정주정책은 실패한다.”며 “산업과 주거는 반드시 함께 설계돼야 한다.”고 밝혔다.

이번 화순 경청투어는 단순한 지역 방문이 아니었다.

Min Hyeong-bae, a National Assembly member (Gwangju Gwangsan-eul) and candidate in the Democratic Party primary for the integrated Gwangju–Jeonnam Special City mayor, held the “20 Trillion Citizen Planning Listening Tour (Hwasun Edition)” on the 18th at Haneum Culture Sports Center in Hwasun, presenting a regional transformation strategy centered on medical and bio industries.

“Hwasun is not a region lacking industry—it already possesses the seeds of future industries.”

He proposed integrating these with a heavy-ion accelerator, creating an advanced ecosystem linking treatment, research, and industry.
“The heavy-ion accelerator is not just medical equipment—it is a game changer that can transform the industrial structure of a city,” he said.
“If we build a virtuous cycle connecting treatment, research, and enterprises, Hwasun can leap forward as a global healing industry hub.”

Another pillar of Hwasun’s development strategy is the transformation of its closed coal mine.
Min described the Hwasun coal mine, which was shut down in 2023, not as idle land but as
