전남·광주 통합특별시장 경선이 ‘문화가 도시를 살리는 전략’ 경쟁으로 확장되는 가운데, 광주 지역 예술인들이 집단 결집하며 민형배 더불어민주당 후보 지지를 공식화했다.

광주예술인노동조합은 지난 3월 30일 민형배 경선사무소를 방문해 “남도 문화를 세계적 수준으로 끌어올려 ‘글로컬 문화수도’를 완성할 유일한 후보”라며 지지를 선언했다고 1일 밝혔다. 이날 선언에는 박근태 위원장을 비롯한 지역 예술인 70여 명이 참여했다.

이번 지지 선언은 단순한 정치적 선택을 넘어, 지역 문화정책의 방향성과 실행력에 대한 ‘현장 평가’라는 점에서 의미가 크다. 예술인들은 선언문을 통해 민 후보의 정책을 세 가지 축으로 높이 평가했다.

첫째, “법과 제도로 문화의 기반을 복원한 실천가”라는 점이다.
광주예술인노동조합은 민 후보가 「아시아문화중심도시 조성에 관한 특별법(아특법) 개정안」 상임위 통과를 주도하며 사업 유효기간을 2036년까지 연장하는 법적 기반을 마련한 점을 핵심 성과로 꼽았다.
특히 국비 지원 축소로 흔들리던 사업의 정상화 계기를 만든 ‘정책 집요함과 실행력’을 높이 평가했다.

둘째, “예술을 먹거리로 전환하는 문화산업 설계자”라는 평가다.
국립아시아문화전당(ACC)을 콘텐츠 생산 중심 플랫폼으로 재편하고, 남도의 전통 문화유산을 AI 기술과 결합해 새로운 산업 생태계를 구축하겠다는 구상은 예술인들의 지속 가능한 일자리 창출과 직결된다는 점에서 기대를 모았다.

셋째, “경계를 넘어선 남도 문화벨트 구축 비전”이다.
예술인들은 “전남과 광주, 시·군과 마을의 경계를 허물어 지역 전체를 하나의 거대한 문화공간으로 재편하겠다는 전략은 기존 문화정책의 한계를 뛰어넘는 발상”이라며, 생활 속 문화 생산과 향유가 가능한 구조 전환에 공감한다고 밝혔다.

이들은 “전남·광주의 통합은 단순한 행정 결합이 아니라 남도의 예술적 잠재력을 폭발시키는 역사적 전환이어야 한다.”며 “예술이 산업이 되고 문화가 시민의 자부심이 되는 도시를 만들기 위해 민형배 후보와 함께하겠다.”고 강조했다.
이에 대해 민형배 후보는 “예술인들의 지지는 전남·광주의 영혼을 채우는 가장 깊은 응원”이라며 “창작의 가치가 존중받고 문화가 지역의 생존 전략이 되는 ‘글로컬 문화수도’를 반드시 실현하겠다.”고 밝혔다.

이번 지지 선언은 전남·광주 통합특별시 논의가 산업·에너지 중심을 넘어 ‘문화와 정체성’이라는 본질적 가치 경쟁으로 확장되고 있음을 보여주는 신호탄으로 해석된다.
정치가 아닌 문화, 선언이 아닌 실행으로 도시의 미래를 설계할 수 있는가.
그 답을 묻는 선거가 시작되고 있다.

As the race for the integrated Jeonnam–Gwangju Metropolitan City expands into a competition over strategies where “culture revitalizes cities,” local artists in Gwangju have rallied to officially endorse Min Hyung-bae, a candidate of the Democratic Party of Korea.
The Gwangju Artists’ Labor Union announced on April 1 that it had visited Min Hyung-bae’s campaign office on March 30 and declared its support, stating, “The only candidate capable of elevating Namdo culture to a global level and realizing a ‘glocal cultural capital’ is Min Hyung-bae.” About 70 artists, including Chairperson Park Geun-tae, participated in the declaration.
This endorsement goes beyond a simple political choice; it represents an on-the-ground evaluation of the direction and execution of regional cultural policy. In their statement, the artists highlighted three key reasons for their support.
First, they described Min as “a practitioner who restored the foundation of culture through law and institutions.”
The union emphasized his leadership in passing the amendment to the Special Act on the Promotion of Asian Culture-Centered Cities, which extends the project’s validity through 2036. They credited him with creating a legal basis to revive a project that had been losing momentum due to reduced national funding, praising his persistence and execution.
Second, they recognized him as “a designer of cultural industries that turn art into livelihoods.”
His vision to transform the Asia Culture Center (ACC) into a content production platform, combined with integrating Namdo’s traditional cultural assets with AI technology, is expected to create sustainable jobs for artists.
Third, they highly valued his vision for “building a Honam cultural belt that transcends administrative boundaries.”
They noted that breaking down barriers between cities, counties, and neighborhoods to turn the entire region into a vast cultural space represents a paradigm shift beyond existing cultural policies, enabling citizens to both create and enjoy culture in everyday life.
The artists stated, “The integration of Jeonnam and Gwangju must not be a mere administrative merger, but a historic turning point that unleashes the artistic potential of Namdo,” adding, “We will stand with candidate Min Hyung-bae to build a city where art becomes industry and culture becomes civic pride.”
In response, Min Hyung-bae said, “The support from artists is the deepest encouragement that fills the soul of Jeonnam and Gwangju,” pledging, “We will realize a ‘glocal cultural capital’ where the value of creation is respected and culture becomes a powerful strategy for regional survival.”
This declaration is seen as a signal that discussions surrounding the Jeonnam–Gwangju integrated metropolitan city are expanding beyond industry and energy into the fundamental values of culture and identity.
Not politics, but culture.
Not declarations, but execution.
The election that asks whether a city’s future can be designed on these principles has begun.
