전남·광주 통합특별시장 경선이 진행 중인 가운데, 고령층을 대상으로 한 ‘대리투표 알바’ 의혹이 제기되며 선거 공정성 논란이 급격히 확산되고 있다.
단순한 부정행위를 넘어 조직적 개입 가능성까지 거론되면서, 정치권 전반에 긴장감이 고조되는 양상이다.

더불어민주당 전남광주통합특별시장 경선 후보인 민형배 국회의원(광주 광산구을) 측 경선조직 ‘민심캠프’는 3일 “전라남도 일부 지역 경로당과 마을회관, 요양원 등지에서 고령 권리당원을 대상으로 온라인 투표를 대신 수행해 주는 이른바 ‘대리투표 알바’ 제의 정황이 담긴 복수의 제보를 접수했다.”고 공식 밝혔다.

민심캠프에 따르면, 해당 제보에는 스마트폰 사용이 익숙하지 않은 고령 당원을 대상으로 특정인이 투표 절차를 대신 수행하거나 개입하려 했다는 구체적 상황이 포함된 것으로 전해졌다.
특히 경선 기간(4월 3~5일)에 맞춰 이 같은 행위가 조직적으로 이뤄질 가능성이 제기되면서 사안의 심각성이 커지고 있다.

캠프 측은 “요양시설 내 고령자를 대상으로 한 집단적 동원 가능성까지 제기되고 있다”며 “이는 단순한 편의 제공이 아니라, 민주주의의 근간을 훼손하는 중대한 불법 행위”라고 강하게 규정했다.

이어 “대리투표는 명백히 불법이며, 공직선거법 제237조(선거의 자유방해죄), 제240조(투표의 비밀침해죄)에 해당할 수 있다.”며 “금품을 매개로 한 알바 제의가 사실일 경우 제230조(매수 및 이해유도죄) 적용도 가능하다”고 경고했다.

민심캠프는 현재 제보 내용을 토대로 증거자료를 수집 중이며, 사실관계가 확인되는 즉시 더불어민주당 중앙당 선거관리위원회에 공식 제출하는 한편, 필요할 경우 수사기관 고발 등 강경 대응에 나설 방침이다.

또한 캠프는 불법·허위 선거 행위에 대한 추가 제보를 받기 위해 카카오톡 오픈채팅을 통한 ‘허위 및 불법 제보 센터’를 운영 중이다.
카카오톡 검색창에서 ‘전남광주 허위 불법’을 입력하면 누구나 참여할 수 있으며, 제보자의 신원은 철저히 보호된다는 설명이다.

민심캠프는 “이번 경선은 전남·광주 통합특별시의 미래를 결정하는 중대한 선거”라며 “불법과 편법이 개입되는 순간, 그 결과는 시민의 선택이 아닌 왜곡된 권력이 될 것”이라고 강조했다.

이어 “민주주의는 절차의 정당성 위에 서 있다”며 “어떠한 형태의 대리투표도 즉각 중단되어야 하며, 끝까지 책임을 묻겠다.”고 밝혔다.

As the Jeonnam–Gwangju Integrated Special City primary is underway, allegations of so-called “proxy voting part-time jobs” targeting elderly voters are rapidly escalating into a major controversy over election fairness. What appears to go beyond isolated misconduct into possible organized intervention is heightening tensions across the political landscape.
The “Minsim Camp,” the campaign organization of Democratic Party candidate Min Hyung-bae (Gwangju Gwangsan-eul), announced on the 3rd that it had received multiple reports indicating attempts to offer “proxy voting services” for elderly party members at senior centers, village halls, and nursing homes in parts of Jeollanam-do.
According to the camp, the reports include detailed accounts in which individuals allegedly offered to carry out or interfere with the online voting process on behalf of elderly party members unfamiliar with smartphone usage. Concerns are particularly mounting as these activities are suspected to be organized during the official primary voting period (April 3–5).
The camp stated, “There are even allegations of collective mobilization targeting elderly residents in care facilities,” emphasizing that “this is not merely assistance but a serious illegal act that undermines the very foundation of democracy.”
It further warned that proxy voting constitutes a clear violation of the Public Official Election Act, potentially falling under Article 237 (obstruction of free elections) and Article 240 (violation of ballot secrecy). If monetary incentives were involved, Article 230 (bribery and inducement) could also apply.
The Minsim Camp is currently collecting evidence based on the reports and plans to formally submit the findings to the Democratic Party’s Central Election Management Committee. It also indicated that it would pursue strong legal action, including filing complaints with investigative authorities if necessary.
In addition, the camp is operating a “False and Illegal Election Report Center” via KakaoTalk open chat to receive further reports. Anyone can submit information by searching “Jeonnam-Gwangju illegal election reports” on KakaoTalk, with full protection of informants’ identities guaranteed.
The camp stressed, “This primary will determine the future of the Jeonnam–Gwangju Integrated Special City,” adding that “once illegal practices and manipulation intervene, the outcome ceases to reflect the will of the people and instead becomes distorted power.”
It concluded, “Democracy stands on the legitimacy of its procedures. Any form of proxy voting must cease immediately, and we will hold those responsible fully accountable.”
