전남의 섬이 움직이고 있다.
변방으로 밀려났던 섬이 이제 ‘정책의 중심’으로 올라서는 역사적 전환의 신호탄이 쏘아 올려졌다.

전남 지역 섬 주민과 해양 전문가들로 구성된 (사)한국섬중앙회와 여수·고흥·완도·진도·신안 등 전남 연안 5개 시‧군 대표단이 더불어민주당 전남·광주 통합특별시장 경선 후보인 민형배 국회의원(광주 광산구을)에 대한 공식 지지를 선언했다.

민형배 후보 경선조직 ‘민심캠프’는 3일 “(사)한국섬중앙회와 전남 연안 대표단이 지난 2일 경선사무소를 방문해 지지를 공식화했다”고 밝혔다. 이번 지지 선언은 단순한 정치적 선택을 넘어, 섬 정책의 패러다임 전환을 요구하는 집단적 의사 표출이라는 점에서 의미가 크다는 평가다.
대표단은 “그동안 섬은 개발의 대상이거나 지원의 대상에 머물렀지만, 민형배 후보는 섬을 ‘해양 주권의 핵심 공간’으로 재정의했다.”며 “섬을 정책의 중심으로 격상시키는 ‘섬 정책 대전환’ 비전을 전적으로 지지한다.”고 밝혔다.

특히 민 후보가 제시한 ‘전남·광주 섬 정책 수도’ 구상에 대해 “이동권·의료권·소득권을 국가가 책임지는 ‘섬 기본사회권’ 개념을 제도화한 첫 사례”라며 “섬 주민의 삶을 근본적으로 바꾸는 혁신 정책”이라고 강조했다.

(사)한국섬중앙회 임영태 단장은 “수십 년간 섬에 살며 수많은 공약을 접했지만, ‘섬 정책’이라는 독립적 정책 개념을 제시한 것은 처음”이라며 “섬을 국가 전략의 중심으로 끌어올리겠다는 민 후보의 비전에 깊은 신뢰를 느낀다.”고 밝혔다.

대표단은 특히 ▲여객선 공영화 수준의 ‘해상교통 공공체계 구축’ ▲재생에너지 이익을 주민과 공유하는 ‘섬 기본소득 및 햇빛·바람 연금’ ▲권역별 공공의료 인프라 확충 등을 가장 시급한 핵심 과제로 꼽았다.

이어 “섬 정책이 부처별로 쪼개지는 구조를 넘어 통합적으로 추진되기 위해서는 ‘섬 정책 컨트롤타워’ 설치가 필수적”이라며 “청년 유출을 막기 위한 ‘섬 청년 창업학교’ 등 지역경제 활성화 전략 역시 반드시 병행돼야 한다”고 강조했다.

이번 지지 선언은 단순한 공약 지지를 넘어, ‘섬 소멸’이라는 구조적 위기에 맞선 생존 선언에 가깝다는 해석도 나온다. 실제로 전남 다수 도서지역은 고령화와 인구 감소, 의료·교통 인프라 부족으로 ‘지속가능성 붕괴’ 위기에 직면해 있다.

대표단은 “섬 주민의 눈물을 닦아주고, 남도의 해양 자산을 미래 산업으로 전환할 수 있는 리더는 행정과 입법 경험을 동시에 갖춘 민형배 후보뿐”이라며 “통합특별시 성공과 섬의 미래를 위해 끝까지 함께하겠다.”고 밝혔다.

이에 대해 민형배 후보는 “섬은 전남·광주의 보물이자 대한민국의 전략 자산”이라며 “섬 주민이 어디에 살든 차별받지 않는 기본권을 누리게 하고, 전남·광주를 세계적인 ‘섬 정책 표준’으로 만들겠다.”고 화답했다.

이어 “섬을 더 이상 지원 대상이 아닌 국가 미래를 이끄는 성장 거점으로 전환하겠다.”며 “통합특별시를 통해 ‘섬 정책 수도’를 반드시 실현하겠다.”고 강조했다.

The islands of Jeonnam are on the move.
What was once pushed to the periphery is now rising to the center of policy, marking a historic turning point.
The Korea Island Central Association—comprised of island residents and maritime experts in Jeonnam—and representatives from five coastal counties (Yeosu, Goheung, Wando, Jindo, and Sinan) have officially declared their support for Rep. Min Hyung-bae (Gwangju Gwangsan-eul), a candidate in the Democratic Party primary for the mayor of the integrated Jeonnam-Gwangju Special City.
According to Min’s campaign organization, “Minsim Camp,” the association and regional representatives visited the campaign office on April 2 and formally expressed their support. The declaration is being interpreted not merely as a political endorsement, but as a collective demand for a paradigm shift in island policy.
The representatives stated, “Islands have long been treated merely as targets of development or aid, but candidate Min has redefined them as ‘core spaces of maritime sovereignty.’ We fully support his vision for a fundamental transformation of island policy that places islands at the center.”
They particularly highlighted Min’s proposal to establish Jeonnam-Gwangju as the “Island Policy Capital,” calling it “the first institutionalization of the concept of ‘island basic social rights,’ where the state guarantees mobility, healthcare, and income.” They emphasized that this represents an innovative policy capable of fundamentally transforming the lives of island residents.
Lim Young-tae, head of the Korea Island Central Association, said, “Having lived on islands for decades and encountered numerous campaign pledges, this is the first time I’ve seen the term ‘island policy’ treated as an independent policy domain. I deeply trust candidate Min’s vision of elevating islands to the center of national strategy.”
The representatives identified key priorities, including:
▲ Establishing a public maritime transportation system equivalent to public ferry services
▲ Implementing “island basic income” and renewable energy dividends (“sunlight and wind pensions”) that share profits with residents
▲ Expanding public healthcare infrastructure by island regions
They further stressed the need for an integrated “island policy control tower” to prevent fragmentation across government agencies, as well as initiatives such as an “Island Youth Entrepreneurship School” to revitalize local economies and curb youth outmigration.
This declaration is also seen as a survival statement against the structural crisis of “island extinction.” Many island regions in Jeonnam are currently facing a collapse in sustainability due to aging populations, population decline, and inadequate healthcare and transportation infrastructure.
The representatives stated, “The only leader capable of wiping away the tears of island residents and transforming Jeonnam’s rich maritime assets into future industries is candidate Min Hyung-bae, who possesses both administrative and legislative experience. We will stand with him to the end for the success of the integrated special city and the future of our islands.”
In response, candidate Min said, “Islands are treasures of Jeonnam and Gwangju and strategic assets for the Republic of Korea. We will ensure that island residents enjoy fundamental rights without discrimination, regardless of where they live, and establish Jeonnam-Gwangju as a global standard for island policy.”
He added, “We will no longer treat islands as mere recipients of support, but transform them into growth hubs leading the nation’s future. Through the integrated special city, we will 반드시 realize the vision of an ‘Island Policy Capital.’”
