광주 서구가 단순한 주거지역을 넘어 ‘산업·의료·생태가 결합된 미래형 생활도시’로 재편되는 대전환 청사진이 제시됐다.
더불어민주당 전남·광주 통합특별시장 경선 후보인 민형배 국회의원은 광주 서구를 “경제는 활력 있게, 돌봄은 촘촘하게, 시민 삶은 건강하게 변화하는 대한민국 표준 생활도시”로 만들겠다는 ‘상업·의료·생태 5대 전략’을 전격 발표했다.
이번 전략은 단순한 지역 공약을 넘어 산업, 상권, 의료, 환경, 교통까지 도시 기능 전반을 재설계하는 ‘생활 혁신 모델’로 평가된다.

■ “상무지구를 광주의 판교로”… AI·혁신산업 중심지로 재편
민 후보는 서구 미래 성장의 핵심 축으로 상무지구의 산업 대전환을 제시했다.
상무지구를 도심융합특구로 본격 추진하고, 국가 AI 혁신연구원과 AI 실증센터 설립을 통해 광주형 인공지능 산업 생태계를 구축하겠다는 구상이다.
특히 기업·주거·문화가 결합된 ‘판교형 테크노밸리’를 조성하고, AI 스타트업의 입주와 실증을 적극 지원해 상무지구를 대한민국 대표 첨단 산업 거점으로 키운다는 전략이다.

■ “양동시장을 미래형 상권으로”… 전통시장 혁신 프로젝트 가동
전통시장과 골목상권에 대해서는 ‘재도약 프로젝트’를 통해 구조적 변화를 추진한다.
양동시장 현대화와 환경 개선을 기반으로 스마트 물류·배달 시스템을 도입하고, 온라인 판매와 라이브커머스를 통해 전국 단위 판로를 확대한다는 계획이다.
아울러 청년 창업과 로컬 브랜드 육성을 통해 전통상권을 ‘경험형·디지털 상권’으로 전환하겠다는 구상도 포함됐다.

■ “돌봄이 도시 경쟁력”… 의료·복지 통합 건강도시 구축
고령화 대응을 위한 의료·돌봄 전략도 핵심 축으로 제시됐다.
서구 전역에 의료·복지 통합 원스톱 센터를 확충하고, 지역 의사회와 협력해 공공의료 기능을 강화하는 한편 야간·주말 진료 확대를 추진한다.
또한 AI 기반 건강관리 서비스와 스마트워치·IoT 응급 대응 시스템을 도입해 어르신 중심의 ‘촘촘한 돌봄 도시’를 구축하겠다는 계획이다.

■ “영산강이 도시를 바꾼다”… 생태·관광 수변벨트 조성
자연과 도시를 연결하는 생태 전략도 본격화된다.
영산강을 중심으로 광암교에서 서창교까지 이어지는 수변 관광생태벨트를 조성하고, 풍암호수 수질 개선과 친수공간 확대를 추진한다.
또한 중앙근린공원의 국가도시공원 지정과 녹지축 확충을 통해 ‘걷고 머무는 도시 환경’을 조성하겠다는 계획이다.

■ “안전·교통이 삶의 질”… 생활 인프라 전면 혁신
생활 기반 혁신도 함께 추진된다.
서창동 일대를 침수안심 도시로 전환하는 시범사업을 추진하고, BRT 노선 확충과 대중교통 체계 개선을 통해 이동 편의를 높인다.
특히 어르신 전용 수요응답형(DRT) 교통서비스 도입과 미세먼지 차단 가로수, 야간 안전조명 확충 등 생활밀착형 정책이 포함됐다.

■ “서구가 바뀌면 광주가 바뀐다”… 생활도시 혁신의 출발점
민형배 후보는 “서구는 산업과 생활, 복지와 환경이 동시에 작동해야 하는 도시”라며
“경제는 살아나고, 돌봄은 촘촘해지며, 시민의 삶이 실제로 달라지는 도시를 만들겠다.”고 강조했다.
이어 “광주 서구를 대한민국 어디에 내놓아도 경쟁력 있는 ‘표준 생활도시’로 만들겠다.”며 “이 변화가 광주 전체의 혁신으로 확산될 것”이라고 밝혔다.

이번 ‘광주 서구 5대 대전환 전략’은 통합특별시 구상과 맞물리며, 도시 단위 정책이 어떻게 시민 삶의 질로 연결되는지를 보여주는 대표 사례로 주목받고 있다.

A comprehensive blueprint has been unveiled to transform Seo-gu in Gwangju from a simple residential district into a “future-oriented living city” where industry, healthcare, and ecology are fully integrated.
Min Hyung-bae, a candidate in the Democratic Party primary for the Gwangju–Jeonnam Integrated Metropolitan City mayor, announced five major strategies aimed at turning Seo-gu into a “standard model city of Korea—where the economy is vibrant, care is comprehensive, and citizens enjoy a healthy quality of life.”
This initiative goes beyond a typical local pledge, presenting a holistic “life innovation model” that redesigns the city’s industrial, commercial, medical, environmental, and transportation systems.
■ “Sangmu District as Gwangju’s Pangyo”… Building an AI and innovation industry hub
Min identified the transformation of Sangmu District as the core growth engine for Seo-gu.
The plan includes advancing the district as a convergence special zone, establishing a national AI innovation research institute and AI demonstration center, and building a local AI ecosystem.
He also proposed creating a “Pangyo-style Techno Valley” integrating business, housing, and culture, while expanding support for AI startups to settle and test technologies—positioning Sangmu as a leading high-tech industrial hub in Korea.
■ “Reviving Yangdong Market”… A new leap for traditional commercial districts
A major revitalization project is planned for traditional markets and small businesses.
The initiative includes modernizing Yangdong Market, improving infrastructure, and introducing smart logistics and delivery systems. It also aims to expand nationwide sales channels through e-commerce and live commerce platforms.
Additionally, fostering youth entrepreneurship and local brands will transform traditional markets into “experience-driven, digital commercial zones.”
■ “Care defines competitiveness”… Building an integrated healthcare and welfare city
Responding to aging demographics, Min emphasized strengthening healthcare and care systems.
The plan includes expanding one-stop integrated medical and welfare centers, enhancing public healthcare in cooperation with local medical associations, and extending night and weekend services.
AI-based health management services and IoT emergency response systems using smart devices will also be introduced to create a “densely connected care city,” especially for seniors.
■ “The Yeongsan River will reshape the city”… Creating an eco-tourism waterfront belt
Environmental strategy plays a key role in the transformation.
Centered on the Yeongsan River, an eco-tourism waterfront belt will be developed from Gwangam Bridge to Seochang Bridge. Plans also include improving water quality at Pungam Lake and expanding citizen-friendly waterfront spaces.
Efforts to designate Jungang Neighborhood Park as a national urban park and to expand green corridors aim to create a walkable, livable urban environment.
■ “Safety and mobility define quality of life”… Comprehensive infrastructure innovation
The strategy also focuses on improving everyday infrastructure.
A flood-safe urban transformation pilot project will be launched in Seochang-dong, alongside expanded BRT routes and improved public transportation systems.
Senior-friendly demand-responsive transport (DRT), fine-dust-blocking street trees, and enhanced nighttime safety lighting are also included as key quality-of-life measures.
■ “When Seo-gu changes, Gwangju changes”… The starting point of urban innovation
Min stated, “Seo-gu is a city where industry, daily life, welfare, and the environment must function together,” adding, “We will build a city where economic vitality and comprehensive care translate into real improvements in citizens’ lives.”
He further emphasized, “We will make Seo-gu a competitive ‘standard city’ for Korea—one that can stand proudly anywhere,” noting that this transformation will extend to the entire Gwangju region.
The “Five Major Transformation Strategies for Seo-gu” are drawing attention as a leading example of how city-level policy can directly improve citizens’ quality of life, in alignment with the broader vision of an integrated metropolitan city.
