영세 사업장을 향한 환경 행정의 패러다임이 ‘단속’에서 ‘지원’으로 전환된다.
기후에너지환경부 산하 영산강유역환경청이 지역 환경기술 전문기관인 녹색환경지원센터와 손잡고, 광주·전남·제주 지역 영세 사업장을 대상으로 한 ‘밀착형 기술지원’에 본격 착수한다.
영산강유역환경청(청장 직무대리 김영식)은 오는 2026년 9월까지 환경관리 역량이 취약한 영세 사업장 20개소를 선정해, 대기·폐수·폐기물 등 전 분야에 걸친 전문가 중심의 현장 기술지원을 실시한다고 밝혔다.

■ “처벌보다 예방”… 환경행정, 근본 체질 바꾼다.
이번 사업은 고의성이 없는 법령 미숙지로 반복 위반을 겪는 영세 사업장의 구조적 한계를 해소하는 데 초점을 맞췄다.
기존의 단속·처벌 위주의 사후 대응에서 벗어나, 사전에 문제를 차단하는 ‘선제적·예방적 환경관리’ 체계를 구축하겠다는 것이다.
특히 유관기관 협업을 통해 사업장 스스로 환경법령을 준수할 수 있는 ‘자율관리 역량’을 키우는 데 정책의 무게 중심이 실렸다.

■ 데이터 기반 선별… 업종별 전문가 현장 투입
영산강유역환경청은 관할 지역 사업장의 환경법령 위반 이력 데이터를 분석해 지원 대상 20개소를 이미 선정 완료했다.
향후 각 사업장에는 업종별 환경 전문가가 직접 투입되어

▲ 오염방지시설 운영 최적화 컨설팅
▲ 오염물질 저감 기술 전수 등
실질적인 개선 중심의 ‘현장 밀착 지원’이 이루어진다.
이는 단순 점검을 넘어 기업의 환경관리 시스템 자체를 개선하는 ‘근본 처방형 정책’이라는 점에서 의미가 크다.

■ “행정은 감시자가 아니라 파트너”… 현장 중심 지원 강화
이번 사업은 기업을 규제 대상으로만 보지 않고, 함께 문제를 해결하는 ‘동반자’로 인식하는 행정 철학을 반영했다.

이를 통해 반복 위반으로 인한 행정력 낭비를 줄이고, 지역 전반의 환경관리 수준을 한 단계 끌어올릴 것으로 기대된다.
김영식 영산강유역환경청장 직무대리는 “광주·전남·제주 전역 영세 사업장에 대한 전문가 기술지원을 통해 법령 위반을 사전에 차단하겠다.”며 “규제와 기술지원이 조화를 이루는 신뢰받는 환경행정을 구현하겠다.”고 밝혔다.

이번 조치는 환경 규제를 넘어 ‘현장을 살리는 행정’으로의 전환을 상징하는 사례로 평가되며, 향후 전국 단위 확산 여부에도 관심이 쏠리고 있다.

The paradigm of environmental administration for small businesses is shifting from “enforcement” to “support.”
Under the Ministry of Climate, Energy and Environment, the Yeongsan River Basin Environmental Office has partnered with Green Environment Support Centers—regional environmental technology institutions—to begin full-scale, hands-on technical support for small businesses across Gwangju, Jeonnam, and Jeju.
The Yeongsan River Basin Environmental Office (Acting Head Kim Young-sik) announced that, through September 2026, it will provide expert-led, on-site technical assistance across all environmental sectors—including air, wastewater, and waste management—for 20 selected small businesses with limited environmental management capacity.
■ “Prevention over punishment”… transforming the fundamentals of environmental governance
This initiative focuses on addressing structural limitations faced by small businesses that repeatedly violate environmental regulations—not due to intent, but due to lack of awareness.
It aims to move beyond post-violation enforcement and penalties toward a proactive, preventive environmental management system that blocks issues before they arise.
In particular, the policy emphasizes strengthening businesses’ self-compliance capabilities through collaboration with related institutions, enabling them to independently adhere to environmental regulations.
■ Data-driven selection… industry-specific experts dispatched on-site
The Yeongsan River Basin Environmental Office has already completed data analysis of past regulatory violations to select 20 target businesses.
Industry-specific environmental experts will be directly dispatched to each site to provide:

▲ Optimization consulting for pollution prevention facilities
▲ Transfer of pollutant reduction technologies
This “on-site intensive support” goes beyond simple inspections, representing a fundamental, solution-oriented policy aimed at improving entire environmental management systems within businesses.
■ “Administration as a partner, not a watchdog”… strengthening field-centered support
The initiative reflects a shift in administrative philosophy—viewing businesses not merely as subjects of regulation, but as partners in solving environmental challenges.
It is expected to reduce administrative inefficiencies caused by repeated violations while elevating overall environmental management standards across the region.
Acting Head Kim Young-sik stated,
“We will proactively prevent legal violations by providing expert technical support to small businesses across Gwangju, Jeonnam, and Jeju,” adding,
“We will build a trusted environmental administration where regulation and technical support are in harmony.”
This measure is being seen as a symbolic case of transitioning beyond regulation toward “field-oriented, solution-driven administration,” drawing attention to the possibility of nationwide expansion.
