더불어민주당 전남·광주통합특별시장 경선 후보인 민형배 국회의원(광주 광산구을)이 청소년 정책의 패러다임을 근본적으로 뒤흔드는 ‘청소년 활동 천국’ 조성 구상을 전격 발표했다.

광주 청소년 활동 실태조사 결과에 따르면 청소년들이 활동에 참여하지 못하는 이유는 ▲시간 부족(30.1%) ▲정보 부족(28.5%) 순으로 나타났다. 반면 활동 참여 경험자의 82.6%는 역량 향상에 긍정적 영향을 받았다고 응답했다.
민 후보는 이를 근거로 “문제는 의지도, 효과도 아닌 ‘시간과 연결 구조’”라며 “청소년에게 시간을 돌려주고, 도시 전체를 배움터로 바꾸는 것이 핵심”이라고 강조했다.

핵심 정책은 매주 수요일을 ‘청소년 활동의 날’로 지정하는 것이다.
이날은 보충수업과 야간자율학습을 배제하고, 청소년이 다양한 학교 밖 활동에 참여하도록 하는 방식이다.
특히 이 활동을 학교생활기록부와 연계해 정규 교육과정으로 인정하는 방안이 추진된다.
이는 단순 체험이 아닌, “학교 밖 활동 = 공식 교육”이라는 구조 전환을 의미한다.

학교 밖·위기 청소년을 위한 ‘재연결 모델’ 구축, 가치 중심 대안학교 및 창의 교육기관 지원, ‘청소년 커뮤니티 식당’ 도입, 등을 통해 사각지대 없는 포용형 정책을 함께 추진한다.
이는 단순 복지를 넘어 청소년 고립 문제를 구조적으로 해소하는 접근으로 평가된다.

■ 전남·광주 자원 결합… 글로벌 청소년 플랫폼 구축
민 후보는 전남과 광주의 자원을 결합한 국제 전략도 제시했다.
전남: 생태·에너지 기반 현장 교육, 광주: AI·민주주의 인프라를 결합해 공동 프로젝트 기반 글로벌 청소년 교류 플랫폼을 구축하겠다는 구상이다.
단순 교환학생 수준을 넘어 세계와 협력하는 ‘프로젝트형 청소년 외교’ 모델을 지향한다.

■ “청소년이 떠나는 도시에서, 모여드는 도시로”
민형배 후보는 “청소년 정책은 미래 준비가 아니라 현재 도시 경쟁력을 결정하는 핵심”이라며 “전남·광주를 청소년이 떠나는 도시가 아니라
청소년이 모여드는 도시로 바꾸겠다.”고 밝혔다.
이어 “단 한 명도 놓치지 않는 특별시, 청소년이 도시를 바꾸는 시대를 열겠다.”고 강조했다.

이번 정책은 교육·복지·도시정책을 통합한 ‘청소년 중심 도시 재설계 전략’으로, 전남·광주 통합특별시 구상의 또 다른 핵심 축으로 부상하고 있다.
