영산강·섬진강유역물관리위원회가 기후위기 대응을 위한 통합물관리 체계 재편에 본격 착수한다.

영산강·섬진강유역물관리위원회(민간위원장 김민환)는 4월 29일 김대중컨벤션센터에서 「기후위기 시대 거버넌스 : 영산강·섬진강유역 통합물관리 재구조화」 포럼을 개최한다고 밝혔다.

이번 포럼은 기후변화로 심화되는 물 환경 변화에 대응하고, 유역 단위 통합물관리 체계의 한계를 진단해 실효성 있는 재구조화 방안을 모색하기 위해 마련됐다.

행사에는 영산강유역환경청, 영산강홍수통제소, 한국환경연구원을 비롯해 학계, 시민단체 등 물관리 분야 전문가와 이해관계자 약 70여 명이 참석해 다양한 의견을 공유할 예정이다.
포럼은 발제와 패널 토론으로 구성된다. 발제에서는 기후변화에 따른 유역 물관리 환경 변화와 현행 통합물관리 체계의 구조적 과제를 짚고, 향후 재구조화를 위한 정책 방향을 제시한다.

이어지는 패널 토론에서는 관계기관과 전문가들이 참여해 ▲물 환경 변화 대응 ▲수리권 및 물 이용 갈등 ▲홍수·가뭄 대응 전략 등 유역의 핵심 현안에 대해 심도 있는 논의를 진행한다.

특히 기후위기로 인한 극한 강수와 장기 가뭄 등 복합 재난이 빈번해지는 상황에서, 유역 단위 협력 거버넌스 구축과 이해관계 조정의 중요성이 핵심 의제로 부각될 전망이다.

김민환 민간위원장은 “기후위기가 일상이 된 지금, 통합물관리 재구조화는 선택이 아닌 필수 과제”라며 “이번 포럼을 계기로 현장의 다양한 목소리를 반영해 실효성 있는 정책 대안을 마련해 나가겠다.”고 강조했다.

한편, 이번 포럼은 유역 중심 물관리 체계를 고도화하고, 지속가능한 수자원 관리 기반을 구축하기 위한 첫 논의의 장으로 평가되며, 향후 정책 반영 여부에 관심이 모아지고 있다.

Forum with 70 stakeholders and experts focuses on solutions to water conflicts, floods, and droughts
The Yeongsan–Seomjin River Basin Water Management Committee is set to begin a full-scale restructuring of its integrated water management system in response to the climate crisis.
The committee (Civilian Co-Chair Kim Min-hwan) announced that it will hold a forum titled “Governance in the Era of Climate Crisis: Restructuring Integrated Water Management in the Yeongsan–Seomjin River Basin” on April 29 at the Kim Dae-jung Convention Center.
The forum has been organized to respond to increasingly severe changes in the water environment caused by climate change, and to diagnose the limitations of the current basin-level integrated water management system while exploring practical restructuring strategies.
Approximately 70 participants—including experts and stakeholders in water management from the Yeongsan River Basin Environmental Office, the Yeongsan River Flood Control Office, the Korea Environment Institute, academia, and civil society organizations—are expected to attend and share diverse perspectives.
The forum will consist of keynote presentations and a panel discussion.
The presentations will analyze changes in the basin’s water management environment due to climate change and examine structural challenges in the current integrated management system, while suggesting future policy directions for restructuring.
In the panel discussion, representatives from relevant institutions and experts will engage in in-depth dialogue on key basin issues, including water environment response, water rights and usage conflicts, and strategies for flood and drought management.
As extreme rainfall and prolonged droughts become more frequent due to the climate crisis, the importance of basin-level cooperative governance and stakeholder coordination is expected to emerge as a central agenda.
Kim Min-hwan, Civilian Co-Chair of the committee, stated, “In an era where the climate crisis has become a daily reality, restructuring integrated water management is no longer optional but essential,” adding, “Starting with this forum, we will actively incorporate voices from the field and work toward developing effective policy solutions.”
Meanwhile, the forum is being seen as an initial platform for advancing basin-centered water management systems and building a sustainable foundation for water resource management, drawing attention to how its outcomes may influence future policy decisions.
