전라남도가 주민참여형 재생에너지 사업의 국가 지원 확대를 정부에 공식 요청하며, 지역 상생형 에너지 전환 모델 확산에 본격 나섰다.

전남도는 지난 12일 박창환 기획예산처 예산총괄심의관이 신안 안좌쏠라시티 태양광발전소를 방문해 주민참여형 재생에너지 사업 현장을 둘러보고, 전남 주요 국고 현안에 대한 정책간담회를 가졌다고 밝혔다.
이번 방문은 정부 예산 편성 과정에서 전남의 핵심 현안을 현장에서 직접 설명하고, 지역의 애로사항과 정책 수요를 중앙정부와 공유하기 위해 마련됐다.

특히 박창환 심의관은 전남도 경제부지사를 역임한 만큼 지역 여건과 현안에 대한 이해도가 높은 인물로 평가된다. 전남도는 이번 현장 방문이 국고 건의사업과 지역 현안을 정부와 보다 실질적으로 논의하는 계기가 될 것으로 기대하고 있다.

이날 박 심의관은 신안 안좌쏠라시티 태양광발전소에서 사업 추진 현황과 운영 성과를 청취한 뒤 태양광 발전시설과 에너지저장장치(ESS) 등 주요 시설을 직접 점검했다. 또 주민참여형 재생에너지 사업의 확산 가능성과 현장 애로사항에 대한 의견도 청취했다.

안좌쏠라시티 태양광발전소는 유휴 염해농지를 활용해 조성된 대규모 태양광 단지다. 주민이 발전사업에 직접 참여하고 수익을 공유하는 전국 대표 상생형 재생에너지 모델로 주목받고 있다.

특히 발전 수익 일부가 지역상품권 등으로 환원되면서 주민 소득 증대와 지역경제 활성화에도 긍정적인 효과를 내고 있다. 전남도는 이러한 성과를 바탕으로 주민참여형 재생에너지 사업이 지역소멸 대응과 에너지 전환, 주민소득 창출을 동시에 실현할 수 있는 정책 모델이라고 강조하고 있다.

앞서 지난해 12월에는 김민석 국무총리도 안좌쏠라시티 현장을 방문해 “새로운 전력 수요에 대응하면서 주민에게도 실질적 혜택을 제공하는 국가적 모델”이라고 평가한 바 있다.
전남도는 이번 정책간담회를 통해 주민참여형 재생에너지 사업에 대한 정부 차원의 제도적·재정적 지원 확대를 건의하는 한편, 지역 SOC 현안에 대한 국고 지원 필요성도 함께 요청했다.

김영록 전남도지사는 “전남 서남권의 미래 성장 기반을 마련하기 위해서는 핵심 교통망 확충과 에너지 혁신 인프라 구축이 반드시 필요하다”며 “영암~광주 초고속도로와 영암~진도 고속도로가 제3차 고속도로 건설계획에 반영되고 예비타당성조사 면제 대상사업으로 선정될 수 있도록 적극 검토해달라.”고 밝혔다.

전남도는 앞으로도 주민참여형 재생에너지 모델과 주요 현안사업이 정부 예산 편성 과정에서 실질적으로 반영될 수 있도록 기획예산처와 협력을 강화하고, 현장에서 제기된 애로사항과 정책 건의가 국고 지원 논의로 이어질 수 있도록 대응해 나갈 방침이다.

“Residents Participate and Share Profits” … Jeonnam Province Calls for National Support for Community-Based Renewable Energy Projects
Policy Meeting Held at Anjwa Solar City Site … Budget Affairs Director Park Chang-hwan Discusses National Funding Issues and Expansion of Energy-Sharing Models
Jeollanam-do Province has officially called on the government to expand national support for community-based renewable energy projects, accelerating efforts to spread mutually beneficial regional energy transition models.
The province announced that on the 12th, Park Chang-hwan, Director General for Budget Planning and Coordination at the Ministry of Economy and Finance, visited the Anjwa Solar City photovoltaic power plant in Shinan County to inspect the community-participation renewable energy project and hold a policy meeting on major national funding issues in Jeonnam.
The visit was arranged to directly explain Jeonnam’s key policy issues during the government budget planning process and to share regional challenges and policy demands with the central government.
Director Park, who previously served as Vice Governor for Economic Affairs of Jeollanam-do, is considered highly familiar with regional conditions and pending issues. Provincial officials expect the visit to serve as a practical opportunity to discuss national funding proposals and regional development projects with the central government.
During the visit, Director Park received a briefing on the progress and operational achievements of the Anjwa Solar City solar power project before inspecting key facilities, including photovoltaic generation systems and energy storage systems (ESS). He also listened to opinions regarding the expansion potential of community-participation renewable energy projects and on-site challenges.
The Anjwa Solar City solar power complex is a large-scale photovoltaic project built on idle saline farmland. It has gained national attention as a representative model of shared-growth renewable energy, allowing local residents to directly participate in the project and share its profits.
Part of the revenue generated from the project is returned to residents through local gift certificates and other community benefits, contributing to increased household income and revitalization of the local economy. Jeollanam-do emphasized that the project demonstrates how community-based renewable energy can simultaneously address regional depopulation, energy transition, and income generation.
Last December, Prime Minister Kim Min-seok also visited the Anjwa Solar City site and described it as “a national model that responds to new electricity demand while providing tangible benefits to local residents.”
Through the policy meeting, Jeollanam-do requested expanded institutional and financial support from the central government for community-participation renewable energy projects, while also seeking national funding support for major regional SOC infrastructure projects.
Governor Kim Young-rok stated, “To establish a future growth foundation for the southwestern region of Jeonnam, the expansion of key transportation networks and energy innovation infrastructure is essential,” adding, “We ask for active consideration so that the Yeongam–Gwangju Super Expressway and the Yeongam–Jindo Expressway can be reflected in the Third National Expressway Construction Plan and selected for exemption from the preliminary feasibility study process.”
Jeollanam-do plans to strengthen cooperation with the Ministry of Economy and Finance so that community-based renewable energy models and major regional projects can be substantively reflected in the national budget process. The province also intends to ensure that issues and policy recommendations identified during the site visit lead to concrete discussions on government funding support.
