기후부 영산강유역환경청(청장 김영민)이 국제적 멸종위기종의 체계적인 보호와 불법 거래 근절을 위해 광주·전남·제주권 보유시설에 대한 관리실태 점검에 나선다.

영산강유역환경청은 오는 5월 말부터 6월 말까지 국제적 멸종위기종을 사육·전시·판매하는 시설을 대상으로 집중 점검을 실시한다고 밝혔다.
이번 점검 대상은 동물원과 수족관 등을 포함한 약 50개 업체로, 국제적 멸종위기 야생 동·식물종의 적정 관리 여부와 불법 거래 실태 등을 중점 확인할 예정이다.

국제적 멸종위기종은 ‘멸종위기에 처한 야생 동·식물종의 국제 거래에 관한 협약(CITES)’에 따라 보호되는 종으로, 국제 거래와 보유·관리 과정에서 엄격한 규제를 받는다.

영산강청은 이번 점검에서 ▲수·출입 허가 여부 ▲양도·양수·폐사 신고 이행 여부 ▲불법 반입 및 거래 여부 ▲보관·사육시설 관리 상태 등을 집중적으로 살펴볼 계획이다.

특히 최근 국제적 멸종위기종의 개인 보유와 거래가 증가하고 있는 만큼, 적정 사육환경 조성과 개체 안전·건강관리 상태에 대한 현장 점검도 강화할 방침이다.

법령 위반사항이 확인될 경우에는 「야생생물 보호 및 관리에 관한 법률」에 따라 과태료 부과 등 행정처분이 이뤄질 예정이다.
아울러 국제적 멸종위기종의 불법 거래나 학대, 유기 사례를 발견할 경우 국민신문고와 환경신문고(국번 없이 128), 또는 영산강유역환경청(062-410-5224~5)을 통해 신고할 수 있다.

영산강유역환경청 관계자는 “국제적 멸종위기종의 불법 거래 예방과 체계적인 관리를 위해 정기적인 점검을 지속 추진할 계획”이라며 “관련 시설에서는 법령상 의무사항을 철저히 준수해 달라.”고 밝혔다.

The Yeongsan River Basin Environmental Office under the Ministry of Climate (Commissioner Kim Young-min) will launch inspections of facilities in the Gwangju, Jeonnam, and Jeju regions to strengthen the protection of internationally endangered species and prevent illegal trade.
The Yeongsan River Basin Environmental Office announced that intensive inspections will be conducted from late May through late June on facilities that breed, exhibit, or sell internationally endangered species.
The inspection targets include approximately 50 businesses such as zoos and aquariums, with authorities focusing on whether endangered wild animals and plants are being properly managed and whether illegal trade activities are taking place.
Internationally endangered species are protected under the Convention on International Trade in Endangered Species of Wild Fauna and Flora (CITES), which strictly regulates their international trade, possession, and management.
During the inspections, officials will closely examine:
▲ Import and export permit compliance
▲ Reporting obligations related to transfer, acquisition, and death of animals
▲ Illegal importation and trading activities
▲ Conditions of storage and breeding facilities
In particular, as private ownership and trade of internationally endangered species continue to increase, the inspections will also focus on whether appropriate breeding environments are being maintained and whether the animals’ safety and health conditions are properly managed.
If violations of relevant laws are discovered, administrative measures including fines will be imposed under the Wildlife Protection and Management Act.
In addition, anyone who discovers illegal online trade, abuse, or abandonment of internationally endangered species may report it through the National Petition Service, the Environmental Complaint Hotline (dial 128 without an area code), or directly to the Yeongsan River Basin Environmental Office at 062-410-5224~5.
An official from the Yeongsan River Basin Environmental Office stated, “We will continue to carry out regular inspections to prevent illegal trade and ensure systematic management of internationally endangered species,” adding, “We ask all related facilities to thoroughly comply with their legal obligations.”
