더불어민주당 명현관 해남군수 후보가 이재명 대통령의 ‘농촌대전환’ 국정 메시지에 적극 화답하며, 해남을 대한민국 지속 가능한 성장의 핵심 거점으로 키우겠다는 미래 비전을 공식화했다.

명 후보는 최근 개인 SNS를 통해 대통령이 강조한 ‘농촌이 살아야 지방이 살고, 지방이 살아야 대한민국의 지속 가능한 성장이 가능하다’는 국정 철학에 깊은 공감을 표하며, 해남군이 오랜 시간 준비해 온 정책 방향과 정확히 맞닿아 있다고 밝혔다.

이재명 대통령은 최근 청와대 수석·보좌관 회의에서 농민의 삶의 질 향상과 지역 균형발전을 위한 ‘농촌대전환’의 중요성을 강조하며 지방소멸 위기 극복과 국가 미래 전략의 핵심 축으로 농촌 재설계를 제시한 바 있다.

이에 대해 명 후보는 “대통령께서 제시한 농촌대전환의 비전은 해남이 지향해 온 미래 전략과 정확히 일치한다”며 “해남은 단순한 농촌이 아니라 대한민국 미래산업과 생명산업, 기후·에너지 전환이 결합하는 새로운 플랫폼 도시로 성장하고 있다”고 강조했다.

특히 명 후보는 SNS 메시지를 통해 해남의 미래 전략인 ‘ACE 비전’을 제시하며 주목을 끌었다.
그가 제시한 ‘ACE 비전’은 ▲A(AI 농업·농촌 대전환) ▲C(문화·콘텐츠 산업 육성) ▲E(에너지·신산업 생태계 구축)를 핵심 축으로 한다.
먼저 A 분야는 AI와 첨단기술(AX)을 농업과 농촌 전반에 접목해 생산성과 정주여건을 혁신하는 미래형 스마트 농촌 전략이다.
명 후보는 AI 기반 농업 혁신과 디지털 전환을 통해 농촌의 구조적 한계를 극복하고 청년이 돌아오는 농어촌 모델을 구축하겠다는 구상을 밝혔다.

C 분야는 해남의 역사·문화·관광 자산을 콘텐츠 산업과 연계해 체류형 문화경제를 육성하는 전략이다.
지역 고유의 자산을 현대적 콘텐츠로 재해석해 사람이 모이고 소비와 문화가 살아나는 활력도시로 전환하겠다는 의미가 담겼다.

E 분야는 재생에너지와 미래 신산업을 기반으로 한 지속가능 성장 전략이다.
탄소중립과 기후위기 대응 흐름 속에서 에너지 산업과 첨단 산업을 결합한 신성장동력을 확보해 해남의 미래 경쟁력을 키우겠다는 구상이다.

명 후보는 “이제 해남은 더 이상 변방의 낙후된 농촌이 아니다”라며 “사람과 기술, 자연과 미래가 공존하는 대한민국 미래 100년의 플랫폼 도시로 성장하고 있다”고 강조했다.

이어 “농촌이 희망이 되는 나라, 청년이 돌아오는 지역, 첨단 산업과 생명 산업이 함께 숨 쉬는 도시를 만드는 것이 정부와 해남군이 함께 지향하는 목표”라며 “대통령께서 열어주신 농촌대전환의 길 위에서 해남이 가장 먼저 성공 모델을 만들어내겠다.”고 밝혔다.

또 “모든 군민과 함께 담대하게 도전해 대한민국 농어촌 수도 해남의 시대를 반드시 열어가겠다.”고 덧붙였다.

Democratic Party mayoral candidate for Haenam County, Myung Hyun-kwan, has officially unveiled his vision to transform Haenam into a key hub for Korea’s sustainable future growth, strongly endorsing President Lee Jae-myung’s national agenda for a “Great Rural Transformation.”
Through a recent post on his personal social media account, Candidate Myung expressed deep agreement with President Lee’s philosophy that “when rural communities survive, local regions survive, and when local regions survive, Korea can achieve sustainable growth.” He emphasized that Haenam’s long-term policy direction has closely aligned with this vision for years.
During a recent presidential meeting with senior secretaries and advisers, President Lee highlighted the importance of a “Great Rural Transformation” aimed at improving farmers’ quality of life and revitalizing balanced regional development. He presented rural restructuring as a core national strategy to overcome regional extinction and secure Korea’s future competitiveness.
Responding to the president’s remarks, Candidate Myung stated, “The vision of rural transformation proposed by the president perfectly matches the future strategy Haenam has pursued. Haenam is no longer just a rural county—it is evolving into a new platform city where future industries, life sciences, climate response, and energy transition converge.”
The candidate particularly drew attention by introducing Haenam’s future development strategy, named the “ACE Vision,” through his SNS message.
The “ACE Vision” consists of three core pillars:

▲ C (Culture and Content Industry Development)
▲ E (Energy and New Industrial Ecosystem Creation)
Under the “A” strategy, AI and advanced digital technologies (AX) will be integrated across agriculture and rural communities to create a smart rural innovation model that enhances productivity and living conditions.
Candidate Myung explained that AI-based agricultural innovation and digital transformation would overcome the structural limitations of rural regions while creating an environment where young people can return and settle.
The “C” strategy focuses on fostering a stay-oriented cultural economy by connecting Haenam’s historical, cultural, and tourism assets with content industries.
The goal is to reinterpret local heritage into modern content that attracts people, stimulates consumption, and revitalizes the region.
The “E” strategy centers on sustainable growth through renewable energy and future-oriented industries.
By combining energy industries with advanced technologies in response to climate change and carbon neutrality trends, Haenam aims to secure new growth engines and strengthen its future competitiveness.
Candidate Myung stressed, “Haenam is no longer a remote and underdeveloped rural area. It is growing into a platform city for Korea’s next 100 years, where people, technology, nature, and the future coexist.”
He added, “Creating a nation where rural communities are places of hope, where young people return, and where advanced industries and life sciences thrive together is the shared goal of both the government and Haenam County.
