더불어민주당 민형배 전남광주통합특별시장 후보가 황금연휴 마지막 날인 25일 전남 동부권 민심 공략에 나선 가운데, 서영학 여수시장 후보와 함께 여수의 미래산업·해양관광·문화경제 도약을 위한 정책협약을 체결했다.

이번 협약은 전남·광주 통합이 특정 지역 중심의 성장에 머무르지 않고, 여수를 비롯한 전남 동부권이 함께 성장하는 균형발전형 통합 모델로 추진돼야 한다는 공감대 속에서 마련됐다.

이날 협약식에는 주철현 국회의원(여수 갑)과 조계원 국회의원(여수 을)도 함께 참석해 힘을 보탰다. 참석자들은 여수가 대한민국 석유화학 산업의 핵심 거점이자 남해안 해양관광·문화경제 중심도시라는 점을 강조하며, 미래 전략산업 육성과 관광 인프라 확충의 필요성을 공유했다.

두 후보는 협약을 통해 △여수국가산단 미래산업 전환 △2026여수세계섬박람회 성공 개최 △여수세계박람회장의 문화·마이스(MICE) 거점화 등을 공동 추진하기로 뜻을 모았다.

특히 2026여수세계섬박람회와 관련해서는 안전·교통·숙박·응급의료·기반시설 등 전반적인 지원체계를 전남광주통합특별시 차원에서 적극 지원하기로 했다.

또 여수국가산단에 대해서는 산업위기 대응과 노동자 보호를 강화하고, RE100 기반 미래형 산업단지 조성과 친환경 산업구조 전환을 함께 추진하기로 했다.
아울러 여수세계박람회장은 대형 공연장과 복합문화공간, 국제전시컨벤션 기능을 갖춘 남해안권 대표 해양관광·마이스 거점으로 육성해 국제 관광도시 경쟁력을 높인다는 계획이다.

민형배 후보는 “이번 정책협약을 계기로 여수세계섬박람회의 성공 개최와 여수국가산단의 미래산업 전환, 여수세계박람회장의 문화·마이스 거점화를 확실히 추진하겠다”며 “관광·치유·해양산업 인프라를 대폭 확충해 여수를 대한민국 대표 해양관광·치유관광 중심도시로 성장시키겠다.”고 밝혔다.

이어 “여수가 당면한 산업 위기를 새로운 전환과 도약의 기회로 바꿔내고, 전남 동부권 전체가 함께 성장하는 통합특별시 시대를 열어가겠다.”고 강조했다

Joint Push for Yeosu Industrial Complex Transformation, Successful 2026 World Island Expo, and Expo Site MICE Hub Development
Min Hyung-bae, the Democratic Party candidate for Mayor of the Integrated Jeonnam-Gwangju Special Metropolitan City, intensified his outreach to voters in eastern Jeonnam on the final day of the holiday weekend, May 25, by signing a policy agreement with Yeosu mayoral candidate Seo Young-hak aimed at advancing Yeosu’s future industries, marine tourism, and cultural economy.
The agreement was designed around a shared vision that the integration of Jeonnam and Gwangju should not result in growth concentrated in a single area, but instead become a balanced regional development model in which eastern Jeonnam, including Yeosu, grows together.
The signing ceremony was attended by National Assembly members Joo Chul-hyun (Yeosu Gap) and Jo Gye-won (Yeosu Eul), who expressed support for the initiative. Participants emphasized Yeosu’s strategic importance as Korea’s key petrochemical industrial base and as a central hub for marine tourism and cultural industries along the southern coast, while also stressing the need to foster future strategic industries and expand tourism infrastructure.
Through the agreement, the two candidates pledged to jointly pursue:
△ the transformation of the Yeosu National Industrial Complex into a future-oriented industrial hub,
△ the successful hosting of the 2026 Yeosu World Island Expo, and
△ the redevelopment of the Yeosu Expo site into a cultural and MICE (Meetings, Incentives, Conferences, and Exhibitions) hub.
In particular, regarding the 2026 Yeosu World Island Expo, the candidates agreed to provide comprehensive support at the integrated metropolitan city level for safety, transportation, accommodations, emergency medical services, and related infrastructure.
They also pledged to strengthen industrial crisis response measures and worker protection in the Yeosu National Industrial Complex while promoting the development of an RE100-based future industrial complex and an eco-friendly industrial transition.
In addition, the Yeosu Expo site will be developed into a leading marine tourism and MICE destination on Korea’s southern coast, equipped with large-scale performance venues, complex cultural spaces, and international exhibition and convention facilities to enhance Yeosu’s global tourism competitiveness.
Candidate Min Hyung-bae stated, “Through this policy agreement, we will firmly 추진 the successful hosting of the Yeosu World Island Expo, the transformation of the Yeosu National Industrial Complex into a future industry hub, and the redevelopment of the Yeosu Expo site into a cultural and MICE center.”
He added, “By significantly expanding tourism, healing, and marine industry infrastructure, we will foster Yeosu into Korea’s leading marine and healing tourism city.”
Min further emphasized, “We will turn the industrial challenges facing Yeosu into opportunities for transformation and new growth, while opening a new era of an integrated special metropolitan city where the entire eastern Jeonnam region grows together.”
