기후에너지환경부 영산강유역환경청(청장 김영민)이 장마철 집중호우 기간 발생할 수 있는 환경오염 사고와 녹조 발생을 사전에 차단하기 위해 오는 6월부터 8월까지 환경오염행위 특별감시·단속에 나선다.

영산강유역환경청은 집중호우 시기를 틈탄 미처리 폐수 무단 방류와 폐기물 불법 투기 등으로 공공수역 오염 가능성이 높아지는 만큼, 주요 산업단지와 광역 상수원 주변 지역을 대상으로 순찰과 특별점검을 강화한다고 밝혔다.

이번 순찰은 광주 하남산업단지 등 주요 산업단지 4개소와 영산강·섬진강 등 광역 상수원 주변 5개소를 중심으로 실시된다.
점검반은 폐수 무단 방류 여부를 비롯해 폐기물 방치, 수질 이상 유무 등을 집중 확인할 계획이다.

특히 특별점검은 염색업·비금속원료재생업·도장업 등 악성폐수 배출업체와 폐수 다량 배출사업장 등 환경오염 우려가 높은 사업장을 중심으로 진행된다.
주요 점검 사항은 ▲수질오염방지시설 정상 운영 여부 ▲배출허용기준 준수 여부 ▲환경기술인 준수사항 이행 여부 등이다.

영산강유역환경청은 점검에 앞서 폐수배출사업장을 대상으로 협조문을 발송해 하절기 대비 배출·방지시설에 대한 자체점검과 사전 예방조치도 요청할 예정이다.

김영민 영산강유역환경청장은 “집중호우 기간 미처리 폐수 무단 방류 등 불법행위와 환경관리 부실로 인한 환경오염이 발생하지 않도록 환경감시 활동을 적극 실시하겠다.”며 “사업장에서도 환경관리에 철저히 대비해달라”고 당부했다.

이번 특별감시는 여름철 녹조 발생과 수질오염 사고를 사전에 예방하고, 영산강·섬진강 수계의 안정적인 수질 관리를 강화하기 위한 선제 대응 차원에서 추진된다.

The Yeongsan River Basin Environmental Office (Commissioner Kim Young-min) under the Ministry of Climate and Energy Environment announced that it will conduct special environmental surveillance and inspections from June through August to prevent environmental pollution accidents and algal blooms that may occur during the monsoon season.
The office stated that heavy rainfall periods increase the risk of public water contamination caused by illegal discharge of untreated wastewater and improper waste disposal. In response, patrols and inspections will be intensified around major industrial complexes and key regional water supply areas.
The patrol operations will focus on four major industrial complexes, including the Hanam Industrial Complex in Gwangju, as well as five major water source areas surrounding the Yeongsan and Seomjin Rivers.
Inspection teams will closely monitor illegal wastewater discharge, unattended waste disposal, and any abnormalities in water quality.
Special inspections will particularly target facilities with high pollution risks, including businesses that generate hazardous wastewater such as dyeing factories, non-metal raw material recycling companies, and coating industries, as well as facilities that discharge large volumes of wastewater.
Major inspection items include:▲ Proper operation of water pollution prevention facilities▲ Compliance with wastewater discharge standards▲ Fulfillment of responsibilities by environmental engineers and managers
Prior to the inspections, the Yeongsan River Basin Environmental Office plans to send official cooperation notices to wastewater discharge facilities, requesting self-inspections and preventive measures for discharge and treatment facilities ahead of the summer season.
Commissioner Kim Young-min stated, “We will actively carry out environmental monitoring activities to prevent illegal acts such as the unauthorized discharge of untreated wastewater and environmental pollution caused by poor facility management during periods of heavy rainfall,” adding, “We also urge businesses to thoroughly prepare and strengthen their environmental management systems.”
The special surveillance campaign is being implemented as a preemptive measure to prevent summer algal blooms and water pollution accidents while strengthening the stable water quality management of the Yeongsan and Seomjin River systems.
