중앙선거관리위원회는 제9회 전국동시지방선거를 계기로 대한민국의 선진 선거관리 기법을 공유하기 위해 국제선거참관단을 초청, 5월 30일부터 6월 4일까지 공식 참관 프로그램을 운영한다고 밝혔다.

이번에 방한한 국제선거참관단은 나이지리아, 에콰도르 등 11개국 선거 관계자 31명으로 구성됐다. 이들은 사전투표를 비롯한 우리나라의 선거관리 시스템과 운영 과정을 직접 참관하며 경험을 공유하게 된다.

국제선거참관 프로그램은 대한민국의 민주주의 발전 경험과 선거관리 역량을 국제사회와 공유하기 위한 공적개발원조(ODA) 사업의 일환으로 추진되고 있다. 중앙선관위는 2014년부터 공직선거가 실시될 때마다 전환기 민주주의 국가의 선거 관계자들을 초청해 선거관리 제도와 운영 경험을 전수해왔다.

참관단은 수도권 내 사전투표소와 본투표소, 개표소 등을 방문해 투표와 개표 전 과정을 현장에서 확인할 예정이다.
또한 참관 이후에는 각국 선거 관계자 간 의견을 교환하는 시간을 통해 선거관리 경험을 공유한다.

세부 일정으로는 5월 30일 사전투표 참관을 시작으로 후보자들의 선거운동 현황을 살펴보고, 6월 1일에는 중앙선관위와 선거연수원을 방문해 지방선거 관리 상황과 선관위 역할에 대한 설명을 듣는다.

선거일인 6월 3일에는 투표소에서 투표 진행 상황을 확인한 뒤 개표소로 이동해 개표 관리 과정을 참관함으로써 선거 당일의 전체 절차를 순차적으로 체험할 예정이다.

마지막 날인 6월 4일에는 참관 평가회를 열어 소감을 공유하고 각국 선거관리 제도에 대한 의견을 나눈다.

중앙선관위 관계자는 “이번 프로그램이 한국의 선거관리 경험을 국제사회와 공유하는 동시에, 참여 국가 간 협력과 교류를 확대하는 계기가 될 것으로 기대한다.”고 밝혔다.

The National Election Commission (NEC) announced that it will operate an official international election observation program from May 30 to June 4, inviting an overseas delegation to share Korea’s advanced election management system on the occasion of the 9th Nationwide Local Elections.
The visiting delegation consists of 31 election officials from 11 countries, including Nigeria and Ecuador. During their stay, they will observe Korea’s election administration system, including early voting procedures, and gain firsthand experience of how elections are managed and conducted.
The international election observation program is part of Korea’s Official Development Assistance (ODA) initiatives aimed at sharing its democratic development experience and election management capabilities with the global community. Since 2014, the NEC has invited election officials from transitional democracies whenever national elections are held, providing opportunities to learn about Korea’s electoral systems and operational know-how.
The delegation will visit early voting stations, polling stations, and counting centers in the metropolitan area to observe the entire voting and counting process on-site. They will also participate in discussion sessions to exchange views and share experiences with election officials from other countries.
According to the schedule, the program begins with observation of early voting on May 30, followed by reviews of candidates’ campaign activities. On June 1, the delegation will visit the NEC and the Election Training Institute to receive briefings on local election management and the role of the Commission.
On Election Day, June 3, they will observe voting procedures at polling stations and then move to counting centers to witness the vote-counting process, enabling them to experience the full sequence of election-day operations.
On the final day, June 4, a wrap-up session will be held for participants to share their impressions and discuss election management practices in their respective countries.
An NEC official stated, “We expect this program to serve as an opportunity to share Korea’s election management experience with the international community while also enhancing cooperation and exchange among participating countries.”
