기후변화와 인구소멸이라는 이중 위기에 놓인 대한민국 섬의 미래를 지키기 위한 국가 차원의 공동 연구 체계가 출범했다.

국가유산청 국립해양유산연구소(소장 이은석)는 한국섬진흥원(원장 조성환), 국립호남권생물자원관(관장 박진영), 국립목포대학교 도서문화연구원(원장 홍석준)과 함께 지난 1월 28일 오후 4시, 전남 목포에 위치한 국립해양유산연구소 회의실에서 ‘섬 연구기관협의회’ 업무협력 협약을 체결했다.

이번 협약은 해양유산, 생태, 정책, 문화, 학술 등 각 분야에서 축적돼 온 섬 관련 연구 성과를 기관 간에 유기적으로 연결·공유해, 분절된 섬 연구를 통합 연구체계로 전환하는 데 목적이 있다.
특히 기후위기와 인구 감소로 생존의 기로에 선 섬 지역을 대상으로, 보다 실효성 있는 조사·연구와 정책 연계를 가능하게 하는 기반을 마련했다는 점에서 의미가 크다.

협약에 따라 4개 기관은
▲ 섬 관련 조사·연구자료 및 통계의 공동 축적과 공유
▲ 해양유산·생물다양성·섬 정책·학술 분야 공동 조사·연구
▲ 국내외 섬 연구 네트워크 연계
▲ 학술·교육·홍보 분야 협력 등을 핵심 과제로 설정하고, 섬 연구의 공동 활용과 확산을 단계적으로 추진하기로 했다.

이를 위해 협약 기관들은 실무협의회를 구성해 공동 사업 발굴과 실행 방안을 구체화할 예정이다. 주요 논의 과제로는 섬을 주제로 한 시민 대상 강좌 운영, 섬 연구 동향과 성과를 공유하는 뉴스레터 발간, 기관 공동 참여 방식의 섬 현장조사, 국내외 학술대회 공동 참여 등이 포함된다.

국립해양유산연구소는 지난 2007년부터 전국 섬을 대상으로 해양유산과 역사·문화 환경에 대한 조사를 지속해 온 국가 전문 연구기관이다.
지금까지 22개 섬을 조사해 19권의 보고서를 발간하며, 섬 해양유산 분야에서 축적된 조사 성과와 연구 경험을 쌓아왔다.

연구소는 이번 협의회에서 섬 해양유산 연구의 중심 기관으로서, 기관 간 연구 협력 조정과 성과 확산을 주도할 계획이다.

국립해양유산연구소 관계자는 “섬은 단순한 지리적 공간이 아니라, 역사와 문화, 생태와 삶이 축적된 복합 유산”이라며 “이번 협의회를 통해 양질의 섬 조사 성과를 국민에게 지속적으로 제공하고, 섬의 가치와 의미를 알리는 연구·교육·정보 서비스 모델을 만들어 나가겠다.”고 밝혔다.

한편, 협약 기관들은 이번 협력을 계기로 섬 연구가 일회성 조사에 그치지 않고 정책·교육·문화로 확장되는 지속 가능한 연구 생태계로 자리 잡을 수 있도록 상호 협력을 강화해 나간다는 방침이다.

Cultural Heritage Administration and Four Island Research Institutions Launch ‘Island Research Institutions Council’… Integrated Research Framework Enters Full Operation
A national-level collaborative research framework has been launched to safeguard the future of South Korea’s islands, which are facing a dual crisis of climate change and population decline.
The National Research Institute of Maritime Cultural Heritage under the Cultural Heritage Administration (Director: Lee Eun-seok), together with the Korea Island Development Institute (President: Cho Sung-hwan), the National Institute of Biological Resources (Honam Region) (Director: Park Jin-young), and the Island Culture Research Institute of Mokpo National University (Director: Hong Seok-jun), signed a business cooperation agreement to establish the Island Research Institutions Council at 4:00 p.m. on January 28 at the National Research Institute of Maritime Cultural Heritage in Mokpo, South Jeolla Province.
The agreement aims to organically connect and share island-related research成果 accumulated across the fields of maritime heritage, ecology, policy, culture, and academia, transforming fragmented island studies into an integrated research system.
It is particularly significant in that it lays the groundwork for more effective investigations, research, and policy linkages for island regions standing at a crossroads of survival due to climate crisis and population decline.
Under the agreement, the four institutions agreed to pursue the following core initiatives in stages:
Joint accumulation and sharing of island-related research data and statistics
Collaborative investigations and research in maritime heritage, biodiversity, island policy, and academic fields
Linkages with domestic and international island research networks
Cooperation in academic, educational, and public outreach activities
To ensure effective implementation, the participating institutions plan to form a working-level consultative body to identify and refine joint projects. Key initiatives under discussion include public lecture programs on island themes, publication of newsletters sharing island research trends and outcomes, joint on-site island surveys involving multiple institutions, and collaborative participation in domestic and international academic conferences.
The National Research Institute of Maritime Cultural Heritage is a national specialized research institution that has conducted continuous surveys of maritime heritage and historical–cultural environments across Korea’s islands since 2007.
To date, it has surveyed 22 islands and published 19 research volumes, accumulating extensive expertise and research成果 in the field of island maritime heritage.
Within the Council, the Institute will serve as the central body for island maritime heritage research, leading coordination among institutions and the dissemination of research outcomes.
An official from the Institute stated,
“Islands are not merely geographic spaces, but complex heritage sites where history, culture, ecology, and human life are layered together. Through this Council, we aim to continuously provide high-quality island research outcomes to the public and develop research, education, and information service models that effectively communicate the value and significance of islands.”
Meanwhile, the participating institutions plan to strengthen mutual cooperation so that island research moves beyond one-off surveys and becomes a sustainable research ecosystem expanding into policy, education, and culture.
