솔라시도 기업도시를 중심으로 AI 데이터센터와 RE100 산업단지, 해상풍력 산업이 동시에 추진되면서 땅끝 해남은 지금까지 경험하지 못한 거대한 변화의 흐름 속에 들어섰다.

지금 지역에서는 “AI·에너지 수도 해남”, “인구 10만 도시”, “대한민국 미래 산업 거점”이라는 기대가 커지고 있다.
그러나 질문은 단순하다.
지금 해남은 50년 뒤를 준비하고 있는가.

지금까지의 지역 개발은 대부분 단기 사업 중심이었다.
산업단지 하나, 관광지 하나, 도로 하나를 만드는 방식이었다.
그러나 앞으로의 시대는 단일 사업이 아니라 도시 전체의 미래 구조를 설계하는 시대다.

해남이 진정한 전환을 이루기 위해서는 지금부터 50년을 바라보는 마스터플랜이 필요하다.
그 핵심은 산업과 농어촌, 자연과 관광, 교육과 도시 인프라가 동시에 성장하는 통합 발전 전략이다.

Ⅰ. AI·에너지 산업 수도 해남
해남 미래의 첫 번째 축은 AI와 에너지 산업이다.
솔라시도는 대한민국에서도 보기 드문 재생에너지와 데이터 산업이 결합되는 공간이다.
앞으로 해남은 다음 산업을 중심으로 발전해야 한다.
국가 AI 데이터센터, RE100 산업단지, 해상풍력 산업, 에너지 저장 산업, AI 로봇 산업, 이 산업들이 결합되면 해남은 단순한 산업단지가 아니라 대한민국 AI·에너지 산업 수도로 성장할 수 있다.

그러나 이를 위해 반드시 필요한 것이 있다.
AI 연구기관과 데이터 기업, 스타트업이 함께 들어오는 AI 산업 생태계다.
산업단지 하나만으로는 도시가 만들어지지 않는다.

Ⅱ. 농어업 대전환
해남은 대한민국 최대 농업 지역 가운데 하나다.
그러나 농업은 지금 심각한 위기에 직면해 있다.
고령화와 인력 부족, 농산물 가격 불안정은 농촌의 지속 가능성을 위협하고 있다.
해남 농업이 살아남기 위해서는 농업의 산업화와 첨단화가 필수적이다.
앞으로 해남은 다음과 같은 농업 혁신 전략이 필요하다.
AI 스마트 농업 도시, 농업 데이터 플랫폼 구축, 로봇 농업 실증 농장, 스마트 농업 연구센터, 해남·완도·진도를 연결하는 스마트 수산 벨트도 동시에 구축해야 한다.
수산업 역시 AI 양식과 해양 데이터 산업으로 전환해야 한다.

Ⅲ. 생태 도시 해남
해남은 자연 자원이 풍부한 지역이다.
특히 고천암 간척지와 철새 도래지는 세계적 생태 자산이다.
이 지역을 단순한 농경지가 아니라 국가 생태공원으로 발전시킬 필요가 있다.
또한 두륜산과 편백숲, 대흥사 일대는 산림 치유 관광의 잠재력이 크다.
앞으로 해남은 다음과 같은 생태 전략이 필요하다.
고천암 국가 생태공원, 철새 생태 관광지, 습지 연구센터, 산림 치유 관광 산업, AI 시대일수록 자연의 가치는 더 커진다.

Ⅳ. 역사·문화 관광 도시
해남은 남도의 역사와 문화가 깊이 남아 있는 지역이다.
대표적인 관광 자산만 해도 다음과 같다.
대흥사 세계유산 사찰, 땅끝 관광지, 우수영 명량 역사 문화권, 공룡 화석지, 이 관광 자원들은 각각의 관광지가 아니라 하나의 관광 벨트로 연결되어야 한다.
해남은 다음과 같은 관광 전략이 필요하다.
대흥사 명상 관광, 땅끝 관광지 세계화, 우수영 역사 관광 도시, 공룡 화석 지질 관광, 이 네 개 축이 연결되면 해남은 대한민국 대표 역사·생태 관광 도시로 성장할 수 있다.

Ⅴ. 해양 관광 도시
해남 화원면의 오시아노 관광단지는 서남해안 최대 해양 관광 잠재력을 가진 지역이다.
그러나 수십 년 동안 개발 방향을 찾지 못했다.
오시아노는 단순한 관광지가 아니라 다음과 같은 산업이 결합된 관광 도시가 되어야 한다.
해양 레저 산업, 해양 치유 관광, 국제 해양 관광 도시

Ⅵ. 인구 10만 도시 기반
솔라시도에 인구 10만이 유입될 것이라는 기대가 있다.
그러나 인구는 기대만으로 늘어나지 않는다.
도시 기능이 먼저 갖춰져야 한다.
해남이 준비해야 할 인프라는 분명하다.
AI 특성화 대학, 국제학교, 종합병원급 의료시설, 광역 교통망, 교육과 의료, 교통이 갖춰지지 않으면 산업 인력도 정착하지 않는다.

해남의 미래는 세 개 축이다
해남 미래 발전의 핵심 구조는 다음과 같다.
① 솔라시도 — AI·에너지 산업
② 오시아노 — 해양 관광 산업
③ 대흥사·땅끝·우수영·공룡화석지 — 역사·생태 관광
이 세 축이 균형을 이루어야 해남은 지속 가능한 도시가 된다.
해남 미래 50년, 지금 시작해야 한다.
지금 해남은 역사적인 기회를 맞고 있다.

그러나 전략 없는 개발은 오히려 지역 격차를 키울 수도 있다.
AI 데이터센터가 들어온다는 것은 단순한 산업 유치가 아니다.
새로운 시대가 들어오는 것이다.
AI는 산업이 되고, 농업은 첨단이 되며, 바다는 데이터가 되고, 숲은 치유가 되는 도시. 그리고 그 중심에는 언제나 군민의 삶이 있어야 한다.

해남의 미래는 이미 시작됐다.
이제 필요한 것은 50년을 바라보는 용기 있는 도시 설계다.

# Haenam’s 50-Year Master Plan

### Building an AI–Energy Capital Together with an Ecological and Historical Tourism City

Haenam now stands at a historic crossroads.

With the Solaseado Enterprise City project as its center, the development of an AI data center, an RE100 industrial complex, and offshore wind power is moving forward simultaneously. As a result, Haenam—the southernmost tip of the Korean Peninsula—has entered a wave of transformation unlike anything it has experienced before.

Across the region, expectations are growing. Phrases such as “Haenam, the AI–Energy Capital,” “a city of 100,000 residents,” and “a future industrial hub of Korea” are increasingly heard.

Yet the key question is simple.

**Is Haenam preparing for the next 50 years?**

Until now, most regional development has focused on short-term projects—an industrial complex here, a tourist site there, a new road somewhere else. But the coming era demands something different. It requires designing the **entire future structure of a city**, not merely launching isolated projects.

For Haenam to achieve a true transformation, it must establish a **50-year master plan starting today**.

At its core lies an integrated strategy where industry, agriculture and fisheries, nature and tourism, education, and urban infrastructure grow together.

# I. Haenam as the AI–Energy Industrial Capital

The first pillar of Haenam’s future is the **AI and energy industry**.

Solaseado is a rare location where renewable energy and the data industry can converge. In the coming decades, Haenam should develop around the following sectors:

* National AI Data Center
* RE100 Industrial Complex
* Offshore Wind Power Industry
* Energy Storage Systems
* AI and Robotics Industry

When combined, these industries can transform Haenam from a simple industrial development zone into **Korea’s AI–Energy Capital**.

However, one essential element must accompany this vision:
an **AI industrial ecosystem** that includes research institutes, data companies, and startups.

An industrial complex alone cannot create a city.

# II. Transformation of Agriculture and Fisheries

Haenam is one of Korea’s largest agricultural regions.

Yet agriculture now faces a profound crisis. Aging farmers, labor shortages, and unstable crop prices threaten the sustainability of rural communities.

Key strategies include:

* Establishing an AI-driven smart agriculture city

* Ocean healing tourism
* An international marine tourism destination

There is growing hope that Solaseado could attract a population of 100,000.

But population growth does not occur through expectations alone.
