“전남광주통합특별시가 반도체 최적지”… 김영록, SK에 ‘반도체 팹’ 설립 공식 요청

김영록 전라남도지사가 SK그룹에 전남광주통합특별시 내 반도체 팹(Fab) 설립을 공식 요청하며, 남부권 첨단산업 대전환 구상에 본격 시동을 걸었다.

김 지사는 6일 최태원 회장에게 서한문을 보내 “전남광주통합특별시를 대한민국 반도체 산업의 새로운 전략 거점으로 삼아달라.”고 요청했다.
특히 AI 시대 핵심 산업 기반인 전력·재생에너지·인재·입지 경쟁력을 모두 갖춘 지역이라는 점을 강조하며, SK그룹의 전략적 결단을 촉구했다.

이번 서한문은 지난 4월 28일 국회 특별강연에서 최 회장이 언급한 AI 산업 성장의 ‘4대 보틀넥(자본·에너지·GPU·메모리)’과 “전기가 있는 곳에 가야 한다.”는 발언에 대한 화답 성격도 담고 있다.

김 지사는 서한문에서 “전남광주통합특별시는 최태원 회장이 제시한 AI·반도체 산업 조건에 대한 가장 현실적이고 준비된 해답”이라며 “대한민국 미래 첨단산업의 중심축이 될 충분한 역량을 갖추고 있다”고 밝혔다.

특히 지난해 10월 최 회장이 이재명 대통령과 Sam Altman CEO와 함께 추진한 글로벌 AI 데이터센터 구축 결단에 대해 “지역민에게 미래 첨단산업의 희망을 심어준 역사적 결정이었다.”고 평가했다.

■ “RE100 가능한 사실상 국내 유일 입지”
김 지사는 전남광주통합특별시의 가장 큰 경쟁력으로 압도적 재생에너지 기반을 제시했다.
그는 “통합특별시는 전국 재생에너지 발전량의 약 20%를 공급하고 있으며, 잠재 발전량은 444GW에 달하는 에너지의 보고”라며 “신안·영광·해남을 중심으로 한 대규모 해상풍력과 태양광 인프라는 글로벌 반도체 기업의 핵심 조건인 RE100을 실현할 수 있는 사실상 국내 유일의 입지”라고 강조했다.
이는 최근 AI 데이터센터와 반도체 산업이 막대한 전력 수요를 기반으로 입지를 재편하고 있는 글로벌 흐름과도 맞닿아 있다는 분석이다.

■ “반도체 인재·R&D 생태계 이미 구축”
전남광주통합특별시의 반도체 연구개발 인프라도 강점으로 제시됐다.
김 지사는 정부의 ‘남부권 반도체 혁신벨트’ 정책과 연계해 ARM스쿨과 광주과학기술원, 한국에너지공과대학교, 전남대학교 등 지역 대학과 연구기관을 통해 반도체 전문인력을 안정적으로 공급할 수 있는 체계를 이미 갖추고 있다고 설명했다.
또한 전남·광주 통합에 따른 지역균형발전 통합지원금 20조 원 활용과 ‘반도체 특별법’ 기반 클러스터 지정 추진 등 파격적 재정·제도 지원도 가능하다는 점을 부각했다.

■ “수도권 1극 넘어야… 대한민국 균형발전 전환점”
김 지사는 글로벌 반도체 산업의 ‘팹 분산화’ 전략 필요성도 언급했다.
그는 “TSMC나 미국 사례처럼 반도체 생산기지 분산은 지정학적 리스크와 인프라 비용을 줄이기 위한 세계적 흐름”이라며 “수도권 집중을 넘어 전남광주통합특별시로 팹을 확장하는 것은 SK의 초격차 경쟁력 확보는 물론 대한민국 균형발전의 역사적 전환점이 될 것”이라고 강조했다.

이어 “SK그룹의 위대한 결단은 지방소멸 위기를 넘어 대한민국 산업지도를 다시 쓰는 역사적 쾌거가 될 것”이라며 “전남광주통합특별시는 SK그룹의 비전을 가장 빠르게 실현할 전략적 동반자가 되겠다.”고 밝혔다.

Kim Young-rok, Governor of Jeollanam-do, has officially requested that SK Group establish a semiconductor fabrication plant (Fab) in the Jeonnam-Gwangju Integrated Special City, signaling the beginning of a major transformation toward a southern high-tech industrial hub.
On May 6, Governor Kim sent a letter to SK Group Chairman Chey Tae-won, urging him to “make the Jeonnam-Gwangju Integrated Special City a new strategic base for Korea’s semiconductor industry.”
He emphasized that the region possesses all the critical requirements for the AI era—including power infrastructure, renewable energy, skilled talent, and strategic location—and called for a bold strategic decision by SK Group.
The letter also served as a response to Chairman Chey’s remarks during a special lecture at the National Assembly on April 28, where he identified the “four bottlenecks” of AI industry growth—capital, energy, GPUs, and memory—and stressed that “industries must go where electricity is available.”
In the letter, Governor Kim stated, “The Jeonnam-Gwangju Integrated Special City is the most realistic and well-prepared answer to the conditions Chairman Chey has outlined for the AI and semiconductor industries,” adding that “the region possesses sufficient capabilities to become a central axis of Korea’s future advanced industries.”
He also praised last October’s decision by Chairman Chey, President Lee Jae-myung, and OpenAI CEO Sam Altman to pursue the establishment of a global AI data center, calling it “a historic decision that gave local residents hope that they, too, could become the center of future advanced industries.”
■ “Virtually the Only Domestic Location Capable of Achieving RE100”
Governor Kim identified the region’s overwhelming renewable energy capacity as its greatest competitive advantage.
“The integrated special city currently supplies approximately 20% of Korea’s total renewable energy generation and possesses an estimated renewable energy potential of 444GW,” he explained.
“The massive offshore wind and solar power complexes centered in Shinan, Yeonggwang, and Haenam make this virtually the only location in Korea capable of realizing RE100, a key requirement for global semiconductor companies.”
Analysts note that this aligns closely with a global trend in which AI data centers and semiconductor industries are increasingly relocating based on access to massive and stable power supplies.
■ “Semiconductor Talent and R&D Ecosystem Already in Place”
Governor Kim also highlighted the city’s semiconductor research and development infrastructure.
He explained that, in connection with the government’s “Southern Semiconductor Innovation Belt” initiative, institutions such as ARM School, Gwangju Institute of Science and Technology (GIST), Korea Energy Engineering University (KENTECH), and Chonnam National University are already capable of supplying highly skilled semiconductor professionals on a stable basis.
He further emphasized that the region is fully prepared to provide unprecedented financial and institutional support, including the utilization of 20 trillion won in balanced regional development support funds resulting from the Jeonnam-Gwangju integration, along with the promotion of a semiconductor cluster designation under the Semiconductor Special Act.
■ “Beyond Seoul-Centric Development… A Turning Point for National Balanced Growth”
Governor Kim also stressed the importance of the global semiconductor industry’s growing “Fab decentralization” strategy.
“Cases such as TSMC and the United States demonstrate that dispersing semiconductor production facilities is now a global survival strategy aimed at minimizing geopolitical risks and infrastructure costs,” he said.
“Expanding semiconductor fabs beyond the Seoul metropolitan area into the Jeonnam-Gwangju Integrated Special City would not only strengthen SK’s competitive edge, but also become a historic turning point for balanced national development in Korea.”
He concluded by stating, “SK Group’s bold decision would become a historic achievement that overcomes the crisis of regional extinction and reshapes Korea’s industrial landscape,” adding, “The Jeonnam-Gwangju Integrated Special City is ready to become SK Group’s strongest and fastest strategic partner in realizing that vision.”
