마약, 국가를 좀먹는 독—청소년·일반인까지 무너지고 있다

대한민국 곳곳, 심지어 학교 앞과 가정 안까지 침투했다.
강남 학원가에서 벌어진 ‘마약 음료 사건’은 그 단적인 증거다. 미성년자에게 필로폰이 섞인 음료를 마시게 하고, 환각에 시달리는 피해자의 부모를 협박하는 잔혹한 범행이 대한민국 한복판에서 벌어졌다.

주범에게 징역 23년이 선고되었지만, 이 판결이 피해자들의 상처를 치유하고 우리 사회를 안전하게 만들 수는 없다.

청소년 마약사범은 10년 전에 비해 36배 이상 늘었다. SNS와 다크웹을 통한 거래, 택배와 무인보관함을 통한 은밀한 배송은 청소년과 일반인 모두를 손쉽게 범죄의 늪으로 끌어들인다.

해양경찰이 1,800억 원어치 코카인을 단일 사건으로 압수하고, 국제 밀수조직이 필로폰·케타민·엑스터시를 한꺼번에 국내에 들여온 사실은, 대한민국이 더 이상 ‘마약 청정국’이 아님을 냉혹하게 선언한다.

더 이상 미룰 수 없는 대책

무관용 원칙과 초강경 처벌
마약 제조·유통·밀수범에게는 예외 없는 장기 실형, 재산 몰수, 출국·입국 전면 금지를 적용해야 한다.

초범이라도 상습·조직적 범행이라면 선처 없는 구속수사로 사회에서 격리해야 한다.

국제 공조의 전면 확대
마약 원산지·경유지 국가와 정보 실시간 공유 체계를 만들고, 합동 작전으로 국경 밖에서부터 차단해야 한다.

국제 카르텔과 맞설 ‘국가 마약대응센터’를 설립해 해상·항공로를 통합 감시해야 한다.

전 국민 마약 차단 교육
초·중·고 정규 교과에 마약 예방을 필수화하고, 실물 사례·가상체험을 통해 ‘한 번이 평생을 망친다’는 사실을 각인시켜야 한다.

학부모·교사·지역사회가 함께 참여하는 ‘마약 감시망’을 구축해 조기 발견과 신고를 유도해야 한다.

온라인·물류 유통망 봉쇄
SNS, 메신저, 다크웹의 마약 광고·거래를 AI 기반으로 실시간 추적·삭제하고, 계정 영구 차단해야 한다.

택배·무인보관함은 전면 실명 인증과 물품 검색을 의무화해야 한다.

치료·재활의 국가 책임제
마약 중독자를 단순 처벌에 그치지 않고, 국가가 책임지고 치료·재활·사회복귀까지 관리해야 한다.

특히 청소년·초기 중독자는 교육형 보호관찰로 재범의 고리를 끊어야 한다.

마약은 단 한 번의 유혹으로 인생을 파괴한다. 피해자는 남이 아니라, 내 아이·내 가족이 될 수 있다.

“우리 사회는 아직 안전하다”는 착각이야말로 마약보다 위험한 독이다.

정부와 사법당국, 지역사회가 동시에 칼을 빼들어야 한다.

지금 행동하지 않으면, 대한민국의 미래 세대는 마약의 포로가 될 것이다.

Drugs are no longer just the problem of certain criminal organizations or fallen celebrities.
They have infiltrated every corner of South Korea, even reaching schools and homes. The recent “drug beverage incident” in Gangnam’s academy district is a stark example. Minors were forced to consume drinks laced with methamphetamine, while their parents were threatened as the victims suffered hallucinations — a cruel crime taking place in the heart of the nation.
Although the main perpetrator was sentenced to 23 years in prison, this ruling alone cannot heal the victims’ wounds or make society truly safe.
Youth drug offenses have increased more than 36-fold compared to a decade ago.
Transactions through social media and the dark web, combined with discreet deliveries via courier or unattended lockers, lure both youth and ordinary citizens into the depths of crime.
The Coast Guard’s seizure of 180 billion won worth of cocaine in a single case, along with international smuggling networks importing methamphetamine, ketamine, and ecstasy into South Korea, coldly declares that the country is no longer a “drug-free nation.”
Urgent Measures That Cannot Be Delayed
Zero Tolerance and Strict Punishment
For drug manufacturers, distributors, and smugglers, impose long prison sentences without exceptions, seize assets, and implement full restrictions on entry and exit from the country.
Even first-time offenders involved in habitual or organized crimes should face uncompromising detention to isolate them from society.
Full Expansion of International Cooperation
Establish real-time information-sharing systems with source and transit countries and conduct joint operations to intercept drugs before they cross borders.
Create a National Drug Response Center to monitor maritime and air routes and counter international cartels.
Nationwide Drug Prevention Education
Make drug prevention mandatory in elementary, middle, and high school curricula, using real-life cases and virtual experiences to instill the lesson that “one use can ruin a lifetime.”
Build a “drug monitoring network” involving parents, teachers, and communities to encourage early detection and reporting.
Block Online and Delivery Channels
Use AI-based systems to track, remove, and permanently ban accounts involved in drug advertisements and sales on social media, messaging apps, and the dark web.
Require full identity verification and content inspections for all courier and unattended locker deliveries.
State Responsibility for Treatment and Rehabilitation
Rather than simply punishing drug addicts, the state must take responsibility for treatment, rehabilitation, and reintegration into society.
For youth and early-stage addicts, implement educational probation programs to break the cycle of recidivism.
Warning
Drugs can destroy a life with a single temptation. The victims could be not strangers, but your own children or family.
The illusion that “our society is still safe” is a poison more dangerous than drugs themselves.
The government, judiciary, and communities must all draw their swords simultaneously.
If action is not taken now, South Korea’s future generations will become captives of drugs.
