농협 권력구조와 운영 시스템을 근본적으로 바꾸는 대대적인 개혁이 추진된다.

더불어민주당과 농림축산식품부는 11일 국회에서 당정협의회를 열고 농협 내 비위 근절과 운영 투명성 강화를 핵심으로 하는 ‘농협 개혁안’에 합의했다고 밝혔다.

이번 개혁안의 핵심은 중앙회장 선거를 약 200만 명의 전체 조합원이 참여하는 직선제로 전환하는 방안을 검토하는 것이다.
현재는 조합장들이 참여하는 간접선거 방식으로 중앙회장을 선출하고 있다.

당정은 조합원 직접 참여를 확대해 농협 권력 구조를 투명하게 바꾸고 민주성을 강화하겠다는 취지라고 설명했다.
개혁안은 이달 중 최종 확정될 예정이다.

중앙회장 권한 축소… 겸직 금지 원칙 명시
개혁안에는 중앙회장의 권한을 제한하는 내용도 포함됐다.
중앙회장이 인사나 경영에 과도하게 개입하는 것을 막기 위해 농민신문사 회장 등 다른 직위 겸직을 금지하는 원칙을 명시하고 조직 운영의 독립성을 강화하는 방안이 추진된다.

농식품부 감독권 확대… 지주·자회사까지 적용
농림축산식품부의 지도·감독 권한도 크게 강화된다.
지금까지는 중앙회 중심이었던 감독 범위를 확대해 농협 지주회사와 자회사까지 감독 대상에 포함하는 방안이 검토되고 있다.
이는 금융·유통 등 대규모 사업을 운영하는 농협 계열사의 경영 투명성을 높이기 위한 조치다.

비위 임직원 즉시 직무정지
비위 행위에 대한 처벌도 강화된다.
개혁안에는 금품 수수, 횡령 등 범죄로 1심에서 유죄 판결을 받은 임직원은 즉시 직무를 정지할 수 있는 근거를 마련하는 내용이 담겼다.
농협 내부 비리 발생 시 신속한 직무 배제를 통해 조직 신뢰를 회복하겠다는 취지다.

독립 감사기구 신설… 감사 사각지대 해소
농협 내부 감사 기능을 강화하기 위해 독립 감사기구도 새로 만든다.
당정은 ‘농협 감사위원회(가칭)’를 별도 특수법인 형태로 신설해 통합 감사 기능을 수행하도록 하는 방안을 추진한다.
이를 통해 기존 감사 체계의 사각지대를 해소하고 내부 감시 기능을 강화할 계획이다.

금품선거 처벌 대폭 강화
선거 관련 부정행위 처벌도 강화된다.
개혁안에는 금품 제공 등 선거 범죄에 대해 5년 이하 징역 또는 5천만 원 이하 벌금을 부과하도록 하는 방안이 포함됐다.
이는 중앙회장 선거뿐 아니라 농협 선거 전반의 금품 선거 관행을 근절하기 위한 조치다.

정치권에서는 이번 개혁안을 농협 권력 구조 개혁의 출발점으로 평가하고 있다.
당정은 “농협이 농민 조직으로서의 공공성과 투명성을 강화해야 한다.”며 “이번 개혁을 통해 농협이 조합원 중심의 조직으로 거듭나도록 하겠다.”고 밝혔다.
이번 개혁안이 확정될 경우 농협 역사상 가장 큰 제도 변화가 될 것이라는 전망도 나온다.

A sweeping reform aimed at fundamentally restructuring the governance and operational system of the National Agricultural Cooperative Federation (NongHyup) is now underway.
The Democratic Party of Korea and the Ministry of Agriculture, Food and Rural Affairs announced on the 11th that they reached an agreement on a comprehensive reform plan for NongHyup during a policy coordination meeting held at the National Assembly. The reform is focused on eliminating corruption within the organization and strengthening operational transparency.
The centerpiece of the reform is a proposal to introduce a direct election system for the NongHyup chairman, allowing approximately 2 million cooperative members to vote directly.
Currently, the chairman is elected through an indirect voting system in which local cooperative heads participate.
The ruling party and the government explained that the proposal aims to increase member participation, improve transparency in the power structure of NongHyup, and strengthen democratic governance.
The reform package is expected to be finalized within this month.
Reduction of Chairman’s Authority… Ban on Concurrent Positions
The reform plan also includes measures to limit the authority of the chairman.
To prevent excessive interference in personnel and management decisions, the plan will explicitly prohibit the chairman from holding concurrent positions, including roles such as the chairman of The Nongmin Newspaper, in order to strengthen organizational independence.
Expanded Government Oversight to Holding Companies and Subsidiaries
The supervisory authority of the Ministry of Agriculture, Food and Rural Affairs will also be significantly expanded.
While oversight has previously focused mainly on the central organization, the reform proposes extending supervision to NongHyup holding companies and their subsidiaries as well.
This measure aims to enhance transparency in the management of NongHyup’s large-scale businesses, including finance and distribution.
Immediate Suspension for Executives Convicted of Corruption
Punishments for internal misconduct will also be strengthened.
Under the reform proposal, executives and employees who receive a guilty verdict in a first-trial court ruling for crimes such as bribery or embezzlement will be immediately suspended from their duties.
The measure is intended to restore public trust by swiftly removing individuals involved in corruption from their positions.
Independent Audit Body to Be Established
To strengthen internal oversight, a new independent audit organization will be created.
The ruling party and the government plan to establish a “NongHyup Audit Committee” (tentative name) as a separate special-purpose corporation responsible for integrated auditing functions.
This move is intended to eliminate blind spots in the existing audit system and reinforce internal monitoring mechanisms.
Tougher Penalties for Election Bribery
Penalties for election-related misconduct will also be strengthened.
The reform proposal includes punishment of up to five years in prison or a fine of up to 50 million won for vote-buying or other election bribery offenses.
This measure aims to eradicate long-standing practices of money politics in NongHyup elections, including the election of the chairman.
“Starting Point for Structural Reform of NongHyup”
Political observers describe the reform as the starting point for a fundamental restructuring of NongHyup’s power structure.
The ruling party and the government stated that NongHyup must reinforce its role as a public organization representing farmers and ensure greater transparency.
They added that the reform aims to transform NongHyup into an organization truly centered on its cooperative members.
If finalized, the reform is expected to mark one of the most significant institutional changes in the history of NongHyup.
