기후위기와 물 부족, 수질 문제까지 겹치는 시대적 전환기 속에서 ‘물’의 의미가 근본적으로 바뀌고 있다.
단순한 자원을 넘어 지역의 생존과 성장, 그리고 미래 산업까지 좌우하는 핵심 기반으로 재조명되는 흐름이다.
이 같은 변화의 흐름 속에서 영산강유역환경청이 물의 가치를 다시 선언하는 자리를 마련했다.

영산강유역환경청은 3월 20일 오전 9시 30분 청사 대강당에서 유관기관과 전문가 등 100여 명이 참석한 가운데 ‘2026년 세계 물의 날 기념식’을 개최했다.
행사에는 영산강·섬진강유역물관리위원회를 비롯해 광주지방기상청, 영산강홍수통제소, 한국환경공단, 한국수자원공사, 한국환경보전원, 한국농어촌공사 등 주요 물 관련 기관들이 대거 참여해 의미를 더했다.

‘세계 물의 날’은 1992년 유엔이 지정한 국제 기념일로, 물 부족과 수질 문제에 대한 경각심을 높이기 위해 매년 3월 22일을 기념하고 있다.

올해 주제는 ‘모두를 이롭게, 세상을 품는 생명의 물’로, 물이 가진 공공성과 형평성, 그리고 지속가능성의 가치를 다시 한 번 강조했다.
특히 이번 주제는 물이 낮은 곳으로 흘러 만물을 이롭게 한다는 철학을 바탕으로, 국민 누구나 차별 없이 물의 혜택을 누리는 ‘물 복지’ 실현과 물 가치의 확장을 핵심 메시지로 담고 있다.

기념식은 물 분야 유공자에 대한 표창과 기념사 등으로 진행됐으며, 단순한 행사에 그치지 않고 물 관리의 방향성을 공유하는 자리로 이어졌다.
행사 이후에는 ‘세상을 품는 물의 가치’를 주제로 전문가 초청 세미나가 열려 영산강 유역을 중심으로 한 미래 물 관리 전략과 기후위기 대응 방안에 대한 논의가 이어졌다.

또한 오는 27일에는 화순군 백아면 일원에서 유관기관과 지역 기업이 함께 참여하는 나무심기 활동이 예정돼 있어, 물 관리 정책이 생태 복원과 환경 실천으로 확장되는 흐름을 보여줄 예정이다.
이번 기념식은 물을 단순한 관리 대상이 아니라 지역 발전과 직결된 전략 자산으로 바라보는 인식 전환의 계기가 되고 있다는 평가다.

특히 기후변화로 인한 물 수급 불안과 극한 기상 현상이 빈번해지는 상황에서, 안정적인 물 공급 체계 구축과 선제적인 수요 예측의 중요성이 더욱 커지고 있다.

김영식 영산강유역환경청장 직무대리는 “물은 단순한 자원을 넘어 지역의 지속가능한 성장과 미래를 연결하는 중요한 기반”이라며 “안정적인 물 공급 체계를 마련하고 미래 물 수요를 예측해 지속 가능한 물 환경 조성에 최선을 다하겠다.”고 밝혔다.

이번 행사는 물의 가치에 대한 인식을 환기하는 것을 넘어, 전남·광주가 앞으로 어떤 방향으로 나아가야 하는지를 보여주는 상징적 메시지를 담고 있다.

결국 물은 더 이상 자연에 맡겨진 흐름이 아니라, 지역의 미래를 설계하는 핵심 자산으로 자리 잡고 있다.

Amid a period of profound transition marked by climate change, water scarcity, and worsening water quality, the meaning of water itself is being fundamentally redefined. No longer viewed as a mere natural resource, water is emerging as a critical foundation that determines regional survival, economic growth, and even the trajectory of future industries.
Against this backdrop, the Yeongsan River Basin Environmental Office convened a significant event to reaffirm the value of water and signal a shift in policy direction.
On March 20 at 9:30 a.m., the Office hosted the 2026 World Water Day Commemoration Ceremony at its main auditorium, with around 100 participants, including officials from related institutions and experts. Attendees included representatives from the Yeongsan–Seomjin River Basin Water Management Committee, Gwangju Regional Meteorological Administration, Yeongsan River Flood Control Office, Korea Environment Corporation, Korea Water Resources Corporation, Korea Environmental Preservation Association, and Korea Rural Community Corporation.
World Water Day, designated by the United Nations in 1992, is observed annually on March 22 to raise awareness of global water scarcity and water quality issues.
This year’s theme, “Water for All, Embracing the World with Life-Giving Water,” underscores the public, equitable, and sustainable value of water. Rooted in the philosophy that water flows to lower places and nourishes all life, the theme emphasizes the realization of “water welfare”—ensuring that all citizens can equally benefit from water resources—and the expansion of water’s societal value.
The ceremony featured commendations for distinguished contributors in the water sector, along with commemorative remarks. More importantly, it served as a platform to share the future direction of water management.
Following the ceremony, an expert seminar was held under the theme “The Value of Water Embracing the World,” focusing on future water management strategies centered on the Yeongsan River basin and responses to climate change.
In addition, a tree-planting event is scheduled for March 27 in Baekam-myeon, Hwasun County, involving related organizations and local businesses. This initiative reflects a broader effort to link water management policies with ecological restoration and environmental action.
The event is widely regarded as a turning point in perception—shifting the view of water from a subject of management to a strategic asset directly tied to regional development. As climate change intensifies uncertainties in water supply and increases the frequency of extreme weather events, the importance of establishing stable water supply systems and proactively forecasting future water demand is becoming ever more critical.
Acting Administrator Kim Young-sik of the Yeongsan River Basin Environmental Office stated,
“Water is no longer just a resource—it is a key foundation that connects sustainable regional growth with the future. We will do our utmost to build a stable water supply system and create a sustainable water environment through proactive demand forecasting.”
This event goes beyond raising awareness about the value of water. It delivers a symbolic message about the direction Jeonnam and Gwangju must take in the years ahead.
Ultimately, water is no longer a flow left to nature—
it is becoming a core asset that designs the future of the region.
