“화학사고 대응, 민·관이 함께 막는다”… 영산강청, 여수산단 안전관리 협력체계 강화

영산강유역환경청 여수화학재난합동방재센터(청장 김영민)가 화학사고 예방과 현장 대응 역량 강화를 위한 민·관 협력체계 재정비에 나선다.
여수화학재난합동방재센터는 오는 5월 11일 오전 10시 30분, 소노캄 여수에서 ‘화학사고 안전관리협의회’를 개최한다고 밝혔다.

이번 협의회는 최근 여수국가산업단지와 광양만권 일대에서 화학사고 발생 건수가 증가하는 상황 속에서, 유관기관 간 역할과 대응체계를 재점검하고 민·관 협력 기반의 통합 안전관리 체계를 강화하기 위해 마련됐다.

협의회에는 여수화학재난합동방재센터를 비롯해 여수시, 여수소방서 등 관계기관과 GS칼텍스, LG화학 등 여수산단 주요 기업 관계자 등 약 30여 명이 참석할 예정이다.

이날 회의에서는 여수화학재난합동방재센터 관할 지역 내 최근 화학사고 현황이 공유된다.

관내 화학사고는 지난 2021년부터 2024년까지 연평균 약 6건 수준을 유지했으나, 지난해인 2025년에는 총 15건으로 증가하며 사고 예방과 대응체계 강화 필요성이 더욱 커진 상황이다.

주요 논의 안건으로는 ▲광양만권 화학사고 주요 사례 공유 및 재발 방지 대책 ▲유해화학물질 취급 사업장 지도·점검 계획 ▲화학안전 관련 제도 개선을 위한 현장 의견 수렴 등이 포함된다.
특히 최근 국제 정세 변화에 따른 국내 화학물질 수급 불안정 가능성과 이에 따른 산업현장 안전관리 영향 등에 대해서도 심도 있는 논의가 진행될 예정이다.

여수화학재난합동방재센터는 이번 협의회를 통해 사고 발생 시 기관 간 신속한 상황 전파 체계를 강화하고, 공동 대응 매뉴얼과 협업체계를 보다 정교화해 현장 대응력을 한층 높인다는 방침이다.

또한 민간 기업의 자율적 안전관리 문화를 확산시켜 화학사고를 사전에 예방하는 데에도 역량을 집중할 계획이다.

김영민 영산강유역환경청장은 “화학사고는 발생 시 인명과 재산 피해는 물론 환경에 미치는 영향까지 매우 큰 만큼 민·관의 긴밀한 협력이 무엇보다 중요하다.”며 “이번 협의회에서 제시된 다양한 현장 의견을 정책에 적극 반영해 지역 주민들이 안심할 수 있는 안전한 산업단지를 만들어 나가겠다.”고 밝혔다.

Chemical Accident Safety Management Council to Convene… Reorganizing Joint Response System Amid Rising Accidents
The Yeosu Joint Chemical Emergency Response Center under the Yeongsan River Basin Environmental Office, headed by Commissioner Kim Young-min, is moving to reinforce the public-private cooperative system aimed at preventing chemical accidents and strengthening on-site emergency response capabilities.
The center announced that it will hold the “Chemical Accident Safety Management Council” at 10:30 a.m. on May 11 at Sono Calm Yeosu.
The council meeting has been organized in response to the recent increase in chemical accidents in the Yeosu National Industrial Complex and the Gwangyang Bay area. It aims to reassess the roles and response systems of related organizations while strengthening an integrated safety management framework based on cooperation between the public and private sectors.
Approximately 30 representatives are expected to attend, including officials from the Yeosu Joint Chemical Emergency Response Center, Yeosu City, Yeosu Fire Station, and major companies in the Yeosu Industrial Complex such as GS Caltex and LG Chem.
During the meeting, participants will review the recent status of chemical accidents within the jurisdiction of the Yeosu Joint Chemical Emergency Response Center.
The number of chemical accidents in the region averaged around six cases annually from 2021 to 2024. However, the figure rose sharply to 15 cases in 2025, highlighting the urgent need to strengthen accident prevention and response systems.
Key agenda items include:
▲ Sharing major chemical accident cases in the Gwangyang Bay area and discussing measures to prevent recurrence
▲ Guidance on inspection and supervision plans for workplaces handling hazardous chemicals
▲ Collecting on-site opinions for improving chemical safety-related systems and regulations
The council will also hold in-depth discussions on the potential impact of recent global geopolitical changes and instability in domestic chemical supply chains on industrial safety management.
Through this council meeting, the Yeosu Joint Chemical Emergency Response Center plans to further strengthen rapid information-sharing systems among agencies during accidents and enhance joint response manuals and cooperative frameworks to improve field response capabilities.
The center also intends to focus on expanding a culture of voluntary safety management among private companies in order to proactively prevent chemical accidents.
Commissioner Kim Young-min of the Yeongsan River Basin Environmental Office stated, “Chemical accidents can have enormous impacts not only on human life and property but also on the environment, making close cooperation between the public and private sectors absolutely essential.”
He added, “We will actively reflect the various opinions discussed at this council meeting in future policies to create a safer industrial complex where local residents can live with peace of mind.”
