“녹조 본격화 전 선제 대응”… 영산강청, 정수장 녹조 대비 합동 점검 실시

기후위기로 여름철 녹조 발생 위험이 커지는 가운데, 영산강유역환경청이 본격적인 녹조 시즌에 대비한 정수장 대응체계 점검에 나선다.

영산강유역환경청(청장 김영민)은 오는 5월 18일부터 6월 12일까지 한국수자원공사와 함께 관내 정수장을 대상으로 ‘녹조 대비 준비실태 합동 점검’을 실시한다고 밝혔다.

이번 점검 대상은 조류경보제가 운영되는 호수와 하천을 수원으로 사용하는 정수장 7개소다.

특히 지난해 주암호에서 2011년 이후 14년 만에 조류경보 ‘관심단계’가 발령되는 등 녹조 발생 우려가 현실화되면서, 올해는 보다 선제적이고 체계적인 대응 필요성이 커지고 있다.
이에 따라 영산강유역환경청은 녹조가 본격적으로 발생하기 이전 단계에서 정수장의 대응 능력을 사전에 점검하고 미비점을 보완해 수돗물 공급 안정성을 확보한다는 방침이다.

주요 점검 사항은 ▲분말활성탄 비축 적정 여부 ▲고도정수처리시설 정상 작동 여부 ▲조류독소 및 냄새물질 모니터링 체계 구축 여부 ▲비상연락체계 운영 실태 등이다.

점검 결과 미흡 사항이 확인될 경우 즉시 개선을 요구하고, 이후 이행 여부까지 재확인해 실제 녹조 발생 상황에서도 정수 과정이 원활하게 운영될 수 있도록 조치할 계획이다.


김영민 영산강유역환경청장은 “올여름은 평년보다 높은 기온과 불규칙한 강수 패턴으로 인해 녹조 발생 가능성이 높을 것으로 예상된다.”며 “이번 사전 점검을 통해 정수장의 대응 역량을 빈틈없이 점검하고 주민들이 안심하고 마실 수 있는 안전한 수돗물 공급에 최선을 다하겠다.”고 밝혔다.

As the risk of summer algal blooms increases due to climate change, the Yeongsan River Basin Environmental Office is launching inspections of water treatment facilities to prepare for the upcoming algal bloom season.
The Yeongsan River Basin Environmental Office, headed by Commissioner Kim Young-min, announced that it will conduct joint inspections with Korea Water Resources Corporation (K-water) from May 18 to June 12 to assess preparedness for algal blooms at water purification plants within its jurisdiction.
The inspections will target seven water purification plants that use lakes and rivers under the algae warning system as their water sources.
In particular, concerns over algal blooms became a reality last year when Juam Lake issued an “Alert Level” algae warning for the first time in 14 years since 2011, increasing the need for more proactive and systematic countermeasures this year.
Accordingly, the Environmental Office plans to inspect the response capabilities of water purification plants before algal blooms fully develop, while supplementing any deficiencies in advance to ensure the stable supply of tap water.
Key inspection items include:
▲ adequacy of powdered activated carbon stockpiles
▲ normal operation of advanced water treatment facilities
▲ monitoring systems for algal toxins and odor-causing substances
▲ operation of emergency communication systems
If deficiencies are identified during the inspections, immediate corrective actions will be requested, and follow-up checks will be conducted to ensure that water treatment processes can respond effectively during actual algal bloom events.
Commissioner Kim Young-min stated, “This summer is expected to bring higher-than-average temperatures and irregular rainfall patterns, increasing the likelihood of algal blooms. Through these preemptive inspections, we will thoroughly assess the response capabilities of water purification plants and do our utmost to provide safe tap water that residents can drink with confidence.”
