전남광주통합특별시장 선거에 출마한 더불어민주당 경선후보
주철현, 그리고 민형배입니다.

오늘 저희 두 사람은 전남광주통합특별시의 성공적인 출범과
산업경제 대전환을 위해, 공통의 가치와 정책 연대를 바탕으로
후보 단일화를 선언합니다.

수도권 일극 체제의 거센 파도를 넘어,
전남광주의 찬란한 대도약을 반드시 이뤄내야 한다는 절박함으로 두 손을 맞잡았습니다.

사랑하는 전남광주특별시민 여러분!
지금 전남광주는 복합 위기 앞에 서 있습니다.
통합특별시는 이 위기를 돌파할 수 있는 유일하고도
강력한 해법입니다. 그러나 단순한 행정구역의 결합이나
물리적 통합만으로는 부족합니다.

통합특별시의 출범 이유는 분명합니다.
시민의 삶을 지키고, 지역의 성장동력을 되살리며,
지역 불평등을 해소하고, 다음 세대의 미래를 준비하는
통합이 되어야 합니다.

저희 두 사람은 이런 문제의식에 완전히 뜻을 함께합니다.

하나로 일치된 인식 위에서, 주철현 후보와 민형배 후보는
‘가치연대’이자 동시에 ‘정책연대’에 합의한 것입니다.
이에 저 주철현은 제가 품어온 전남광주 대도약의 꿈을 민형배 후보의 어깨에 얹으며 후보직을 내려놓습니다.
저를 향했던 여러분들의 지지와 열망까지 모두 모아 민형배 후보의 승리의 밀알이 되겠습니다.

Dear Citizens of the Jeonnam–Gwangju Special Metropolitan City,
We are Joo Cheol-hyun and Min Hyung-bae, candidates in the Democratic Party primary for Mayor of the Jeonnam–Gwangju Special Metropolitan City.
Today, in order to ensure the successful launch of the Jeonnam–Gwangju Special Metropolitan City and to drive a grand transformation of our industrial economy, we hereby declare our candidate unification, grounded in shared values and a united policy alliance.
With a deep sense of urgency to overcome the overwhelming dominance of the Seoul metropolitan area and to achieve a great leap forward for Jeonnam and Gwangju, we have joined hands.
Dear citizens,
Jeonnam and Gwangju now stand at a crossroads, facing multiple, overlapping crises. The Special Metropolitan City is the only powerful and viable solution to overcome these challenges. However, a mere administrative merger or physical integration is not enough.
The purpose of this integration is clear:
to protect the lives of our citizens,
to revive regional growth engines,
to reduce inequality between regions,
and to prepare a sustainable future for the next generation.
On this shared understanding, we have reached a firm agreement on both a value-based alliance and a policy-based alliance.
Accordingly, I, Joo Cheol-hyun, entrust my vision for the great leap forward of Jeonnam–Gwangju to candidate Min Hyung-bae and step down from the race. I will dedicate all the support and aspirations that have been entrusted to me to become the foundation of his victory.
The policies and vision I have prepared will not fade away after this unification. Rather, they will grow stronger and expand further.
Together, we will no longer neglect any region—including the eastern part—and will eliminate regional disparities by leveraging the strengths of the eastern, western, and Gwangju metropolitan areas.
By integrating the policies and pledges we have each developed, we will present a comprehensive mid- to long-term vision and strategic blueprint for the Special Metropolitan City.
We will lay the foundation for balanced growth across all of Jeonnam and Gwangju—and take full responsibility for it.
We will transparently present to citizens an integrated roadmap covering all sectors:
industrial policy, transportation and infrastructure, education and welfare, agriculture and fisheries, climate and environment, youth, and future jobs.
We will also establish a citizen-sovereignty-based governance model, where citizens directly participate in and evaluate the administration of the Special Metropolitan City.
From this moment on,
Joo Cheol-hyun’s dream becomes Min Hyung-bae’s dream.
Joo Cheol-hyun’s vision becomes Min Hyung-bae’s promise.
We will unite the hopes of the eastern region, the aspirations of the western region, the dreams of Gwangju, and the urgency of Jeonnam into one.
With greater unity, we will build a stronger Jeonnam–Gwangju.
We will realize a citizen-led government that upholds our shared values and common vision.
We ask for your support so that this declaration of value alliance, policy alliance, and candidate unification may become the true starting point for the integration and leap forward of Jeonnam–Gwangju.
Together with the citizens of Jeonnam–Gwangju, we will move forward with confidence on this path toward industrial and economic transformation and the successful realization of the Special Metropolitan City.
