국내 반려동물 양육 가구는 이미 29.2%에 달하며, 사실상 ‘3가구 중 1가구’가 반려동물과 함께 사는 시대에 진입했다.
월평균 양육비는 12만1,000원, 동물병원 이용 경험은 95.1%에 이르는 등 반려동물은 더 이상 선택이 아닌 생활 필수 영역으로 자리 잡았다.
특히 반려동물을 ‘가족’으로 인식하는 비율이 87.2%에 달하는 현실은, 기존의 단편적 동물 정책으로는 대응이 불가능한 수준의 구조적 전환을 요구하고 있다.

■ “복지·의료·문화·산업까지”… 4대 정책으로 도시 구조 재편

특히 이번 정책에서 주목되는 지점은 ‘반려동물 의료의 공공성’이다.
김 예비후보는 취약계층·고령층·1인 가구를 대상으로 예방접종, 기본검진, 필수치료까지 연계되는 공공 의료 지원 체계를 구축하겠다고 밝혔다.
이는 반려동물 양육의 가장 큰 부담 요소인 의료비 문제를 행정이 직접 완화하겠다는 선언으로 해석된다.

도시 공간 역시 반려동물 중심으로 재설계된다.

김 예비후보는 반려동물 정책을 ‘경제 정책’으로 확장했다.
돌봄, 미용, 훈련, 헬스케어, 펫푸드 등 연관 산업을 체계적으로 육성해 지역 일자리와 신산업 기반을 동시에 창출하겠다는 것이다.
이는 전남광주 통합특별시의 산업 다변화 전략과도 맞물리는 핵심 축으로 평가된다.

Notably, 87.2% of respondents consider pets as “family,” signaling a structural shift that demands far more comprehensive policy responses than conventional animal welfare measures.

Kim outlined four key policy directions:

At the core is the creation of regional “Metropolitan Pet Welfare Centers.”

■ “Healthcare Is a Right”… Expanding Public Veterinary Services
A standout feature of the policy is the emphasis on the public nature of veterinary care.
Kim pledged to establish a support system covering vaccinations, basic checkups, and essential treatments for vulnerable groups, including low-income households, seniors, and single-person pet owners.
This move is widely interpreted as a direct administrative effort to ease one of the biggest burdens in pet ownership: medical costs.

Urban spaces will also be redesigned with pets in mind.

Kim further expanded the policy into the economic domain.

Kim Young-rok emphasized:
“Companion animals are no longer a hobby but a family member and part of everyday life. Administration must evolve accordingly with more responsible and refined policies.”
He added, “We will build a Jeonnam–Gwangju Special Metropolitan City where life is respected, and where people and animals live together in happiness.”
