“여름철 오존 잡는다”… 영산강청, 대기오염물질 배출사업장 특별점검 실시

기후에너지환경부 영산강유역환경청(청장 김영민)이 여름철 고농도 오존 발생에 대응하기 위해 오는 5월부터 8월까지 대기오염물질 배출사업장에 대한 특별점검에 나선다.

영산강유역환경청은 여름철이 질소산화물(NOx)과 휘발성유기화합물(VOCs)이 강한 햇빛과 반응해 오존이 집중적으로 발생하는 시기인 만큼, 산업단지를 중심으로 선제적인 대기질 관리에 나선다고 밝혔다.

특히 지난해 여수·순천·광양 등 전남 동부권 산업단지 밀집지역에서는 총 24일간 오존주의보가 발령되는 등 고농도 오존 현상이 반복되면서 지역 주민 건강 보호와 대기질 개선을 위한 대응 필요성이 커지고 있다.

영산강유역환경청은 국가미세먼지정보센터 분석 결과 광주·전남권에서는 VOCs 저감이 오존 농도 개선의 핵심 요소인 것으로 나타남에 따라, 오존생성잠재력(OFP) 분석 결과를 기반으로 점검 대상을 선정했다.
점검 대상은 도장시설과 석유화학, 합성수지 제조, 폐기물처리 등 VOCs와 NOx 배출량이 많은 업종 중심으로 구성됐다.

이번 특별점검에는 이동식 측정차량과 드론, 복합가스 측정기 등 첨단장비가 투입된다. 영산강청은 주요 산업단지의 대기오염도를 실시간으로 확인하고, 오염물질 부적정 배출이 의심되는 사업장에 대해서는 현장 중심의 집중 점검을 실시할 계획이다.

주요 점검 사항은 △무허가(미신고) 대기배출시설 설치·운영 여부 △대기오염 방지시설 정상 가동 여부 △배출허용기준 초과 여부 △자가측정 및 IoT 측정기기 적정 운영 여부 △기타 환경법령 준수 여부 등이다.

또한 환경법령 이해 부족 등으로 관리 역량이 취약한 영세사업장에 대해서는 민간전문가와 합동으로 시설 운영 교육과 기술지원을 병행해 자율적 환경관리 수준도 높여나갈 방침이다.

The Yeongsan River Basin Environmental Office under the Ministry of Climate, Energy and Environment, headed by Commissioner Kim Young-min, announced that it will conduct special inspections of air pollutant-emitting businesses from May through August in response to the seasonal increase in high ozone concentrations.
According to the office, summer is a period when nitrogen oxides (NOx) and volatile organic compounds (VOCs) react under strong sunlight, leading to concentrated ozone formation. As a result, the agency plans to implement preemptive air quality management centered on major industrial complexes.
In particular, industrially concentrated areas in eastern Jeollanam-do, including Yeosu, Suncheon, and Gwangyang, recorded ozone advisories on a total of 24 days last year, highlighting the urgent need for proactive measures to protect public health and improve air quality.
Based on an analysis by the National Fine Dust Information Center indicating that VOC reduction is the key factor in lowering ozone levels in the Gwangju-Jeonnam region, the Yeongsan River Basin Environmental Office selected inspection targets using results from Ozone Formation Potential (OFP) analysis.
The inspection targets include industries with high VOC and NOx emissions, such as painting facilities, petrochemical plants, synthetic resin manufacturers, and waste treatment facilities.
For the inspections, the office will deploy advanced equipment including mobile monitoring vehicles, drones, and multi-gas analyzers. The agency plans to monitor air pollution levels in major industrial complexes in real time and conduct intensive on-site inspections of businesses suspected of improper pollutant emissions.
Key inspection items include:
△ Installation and operation of unauthorized (unreported) air emission facilities
△ Proper operation of air pollution prevention facilities
△ Compliance with emission standards
△ Appropriate operation of self-monitoring systems and IoT measuring devices
△ Compliance with other environmental regulations
In addition, for small businesses with insufficient environmental management capabilities due to limited understanding of environmental laws, the office plans to provide operational training and technical support in cooperation with private-sector experts to enhance autonomous environmental management capacity.
Commissioner Kim Young-min stated, “Through these special inspections aimed at minimizing ozone precursor emissions during the ozone-vulnerable summer season, we will do our utmost to protect public health and improve air quality.”
